EPSU co-signed a joint statement by the European Trade Union Confederation (ETUC), the European Trade Union Committee for Education (ETUCE), the European Public Service Union (EPSU), the Council of European Professional and Managerial Staff (EUROCADRES) and the European Council of Liberal Professions (CEPLIS) and addressed on 16 May 2013 to MEPs, some days ahead of decisive rounds of trialogue negotiations on the revision of Directive 2005/36/EC.
The letter was targeted to the EP rapporteur of the competent IMCO Committee, Bernadette Vergnaud (S&D, France) and the shadow rapporteurs of the main political groups in th European Parliament as well as to their presidents/chairmans or co-presidents/co-chairments.
The main intention of the five organisations having signed the letter was to acknowledge the good work done in the last more than two years by the Parliamentary Committees in charge of amending Directive 2005/36/EC (i.e. IMCO, ENVI and EMPL), and notably the good work of the IMCO Committee and of its rapporteur for this dossier. They also welcomed that their views regarding the issues of partical access common training frameworks, continuing professional development and the alert mechanism had been to a large extent taken into account by the elected representatives of the European citizens. The ETUC, ETUCE, EPSU, EUROCADRES and CEPLIS, however, also still wanted to flag up that not all opportunities presented by the legislative process could have been exploited, not least when it comes to rules on the planned European Professional Card and to a stronger commitment for language testing for a broader range of professions.
