ETUC Steering Committee addresses right to strike, refugees, social pillar

(3 February 2016) A draft agreement on the relaunch of the social dialogue was considered. Agreed by the negotiating group with the employers, the intention is for the Commission and Council to sign up to it as well. The agreement has a declarative character. It demands of the European Commission and the European Council support, and including for the results. It could be made public at the Spring Social Council.

Related to the social dialogue, members considered the Commission proposals on the social pillar. This is expected for early March. A wide ranging consultation and including of the social partners is foreseen by the Commission. Exchanges are further continuing on the social progress protocol and how this could be supported. Our objective is to ensure that the free movements of capital, goods, services and workers do not undermine fundamental rights such as the right to strike. The ETUC is continuing the campaign to underline the importance of this fundamental right. It is under attack by conservative governments such as in the UK. A pledge was approved. Politicians and others will be asked to sign up.

Several confederations commented on the work being done to ensure refugees are included in the labour market. Resources need to be available to provide public services. Draconian laws targetting and victimising refugees will not address the problems. Improved and more social housing, guaranteeing equal treatment and addressing low pay are demands of unions for workers and refugees across the European Union. With the upswing in the extreme-right in many countries, it is crucial for the unions to be clear that we demand respect for workers and people.

The Committee was followed by a discussion on amendments to the constitution. The constitutional review focuses on how to improve women's representation in Congress and the Executive Committee. Future discussions will be around the voting balance in the Executive Committee and if we need special arrangements to take account of Euro-area cooperation.
