The results of a pilot project on the 4-day week involving a range of companies in Ireland show the potential for how a shorter working week can contribute to a better work-life balance and increased well-being for workers. The pilot was backed by the Fórsa public services union which welcomed the results and the fact that the employers in the project were all planning to continue the 4-day week arrangements. A survey by the health and services union ver.di has revealed that the already high burden on employees in the emergency medical service has increased significantly since the beginning of the COVID pandemic. Around 7,000 workers replied to the questionnaire with 39% saying they would change professions immediately if they had the opportunity. There are serious problems with working hours, work intensity, physical and psychological stress and risk of physical assaults. After the surge in remote working as a result of the pandemic, trade unions in Ireland, Russia and Spain have welcomed new initiatives, including legislation and collective agreements, that regulate telework. Research by the Eurofound research agency also looks into the negative and positive implications of telework for workers’ autonomy and work-life balance raising again the challenges to ensure that workers have control over their working time and underlining the importance of current discussions at European level on the right to disconnect.

Public services union Fórsa believes that working time should be an important element of any discussion around telework/remote working. The union is preparing a response to a government consultation on remote working as well as a guide for negotiators. It is estimated that up to a third of employees in Ireland were remote working at the height of the COVID-19 emergency and the union now wants to ensure that conditions for telework are fully negotiated with proper safeguards and that emergency arrangements are not simply made permanent.

The Forsa and SIPTU trade unions are continuing to protest and organise industrial action in long-running disputes involving their members in health, social and community services. Many workers in so-called Section 39 publicly-funded organisations provide health and social services but have been denied the kind of pay restoration provided to directly-employed public sector workers in these services. As reported in epsucob@NEWS 05 in March, community employment advisors are campaigning to secure pension rights that should have been provided for them 11 years ago following a decision by the Labour Court. With no action from the government the workers are now planning five days of strike action to increase the pressure on the government to resolve the dispute.

The Forsa and SIPTU public services organised strike action on 18 February involving their members who work as community employment supervisors. These workers are responsible for running schemes to help the long-term unemployed and disadvantaged workers to get into regular employment. In 2009 the Labour Court ruled that they should be provided with a pension scheme but no government has taken action since then. The unions are calling on the government to act swiftly to provide supervisors with pension benefits as hundreds have been forced to retire on only the basic state pension.

Ver.di, the main trade union in the health sector, is close to securing an agreement on staffing and workloads with Augsburg hospital in Bavaria. As the institution is set to become a university hospital from 1 January next year, the agreement has to be confirmed by the state health minister. Ver.di members at the hospital have voted 93% in favour of industrial action and so the union says it is ready to take action if the agreement is rejected. Four days of strike action by workers at Roscommon council in the West of Ireland have lead to the restoration of the right to flexi-leave that had been removed by the council's management. The workers, organised by the Fórsa and SIPTU trade unions, had carried out a series of four one-day strikes and further action was planned in order to secure rights which are enjoyed across the rest of the local government sector and which are important in ensuring a good work-life balance, particularly for working parents. Workers at Roscommon Council in the west of Ireland, members of the Fórsa trade union, have begun a series of strikes in order to win back their rights to flexileave. The right is seen as important, particularly for working parents and is being denied to Roscommon workers despite it being a right enjoyed across local government, endorsed in the national agreement and supported by a ruling of the Labour Court. In advance of the third round of pay negotiations, a series of warning strikes by employees of the Red Cross have been taking place across the country to show the level of support for a decent pay rise. Public services union ver.di is calling for a pay rise of 7.5% with a minimum increase of EUR 200 a month. So far the employers have only offered a EUR 220 lump sum payment and a 2.4% increase this year with a further rise of 2.2% in July 2019.
