Oct. 10, 2018 Unions representing public service workers have secured important pay improvements that reverse some of the main changes introduced as austerity measures. Changes to public service pay scales meant that workers taken on from 2010 were at a disadvantage as they had to work two years longer to reach the top of the pay scale. Pay progression for these workers will now be adjusted by cutting out two points of the pay scale. Meanwhile, workers in social services in the non-profit sector (Section 39 organisations) will get a EUR 1000 increase next April in the first stage of a three-year process to bring their pay in line with public sector workers.
Oct. 10, 2018 On 3 October unions in the DISK and KESK confederations organised a half-day work stoppage in the city of Izmir in western Turkey. The strike called for the reinstatement of workers who have been arbitrarily dismissed by the government in its continuing indiscriminate actions following the attempted coup in 2016. The unions also called for an increase in the minimum wage and for municipal workers to be treated the same as civil servants in relation to the government's recent legislation to end outsourcing.

Sep. 14, 2018 The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. The ILO's report on extension of collective agreements provides evidence on the important role that this process can play in reducing inequality and countering unfair competition by providing a level playing field at sector level.
Sep. 14, 2018 Workers in public administration and some other public services will see their pay rise by at least 5% in 2019, with higher increases for low-paid workers in some areas including the departments of justice, culture, labour and social administration. There will higher increases of 15% and 10% for teachers and non-teaching staff in education while the security forces will get between 2% and 6%. The increase for health workers has yet to be confirmed. The OSZSP health union wants a pay rise of 10% across the board which it argues has been promised by the prime minister. However, the health minister has proposed a 10% increase in the wage bill but with different increases for different groups of workers. In a recent meeting with OSZSP, the Czech Nurses' Association confirmed its support for a 10% increase.
Sep. 13, 2018 The three main unions in the prisons sector, FSC-CCOO, FeSP-UGT and ACAIP-USO, are continuing their protests over pay, jobs and working conditions with three demonstrations planned for 14, 24 and 29 September. The unions have called on the government to honour the commitments it made when in opposition and increase resources for the prisons service. The unions emphasise that responsibilities and workloads have increased but staffing hasn't and the sector has 3400 vacant posts. Prison workers are facing considerable pressures to ensure safety in their institutions and face an increasing number of physical assaults. The unions also want the government to address the problem of pay discrepancies across the system where workers in different prisons have different rates of pay despite doing the same job.
Aug. 30, 2018 Workers at University Medical Centres (UMC) are involved in a series of actions to push for a new collective agreement, including a 3.5% pay increase and measures to reduce excessive workloads. Negotiations have been stalled since the end of May and members of the FNV and NU'91 unions have organised demonstrations and worked-to-rule to underline the strength of feeling to employers. The UMC agreement covers 60000 workers. Meanwhile, youth care workers have also been active over excessive workloads and outsourcing. Around 2500 youth care workers are expected for a national demonstration on 3 September. The workers, members of the FNV, are calling for an extra EUR 750 million for the sector - EUR 450m to compensate for previous cuts and EUR 300 million to deal with increased demand. Youth care workers say it is increasingly difficult to deliver a proper service to young people and their families.
Aug. 17, 2018 Workers at the ECALMA municipal transport company in Almada near Lisbon planned strike action on 17 and 18 August to put pressure on management to negotiate a collective agreement on wages and career development and to implement promised improvements in working conditions. Meanwhile nurses at a number of hospitals across the country are taking strike action in order to secure their rights to career development which have been frozen for many years.
Aug. 16, 2018 The Fagforbundet trade union has reported the Aleris Ungplan and Boi private care company to the authorities for possible breaches of labour, health and safety, tax and even criminal law. The union has taken up cases for a number of workers who have been denied their rights on pay, sick pay and pensions and forced to work excessive hours. The cases mainly involve workers who were taken on as "consultants" rather than employees so that the company could avoid paying pension, sickness and other costs. The company is a subsidiary of a major private sector health and social care provider, Aleris, and Fagforbundet says this is one of the worst cases of social dumping in the welfare sector it has seen and also wants action by regional government which is responsible for health and social care provision.
Aug. 01, 2018 The FP-CGIL trade union federation has met with public administration minister Giulia Bongiorno to set out four urgent priorities for action. These involve tackling precarious employment, increasing employment, negotiating the next collective agreement that will cover the years 2019-2021 and ensuring increased investment in staff training. The union argues that it is not enough to simply end the freeze on recruitment as more needs to be done to boost employment or run the risk of a further decline in the quality of services. FP-CGIL also wants a limit on health spending lifted to allow for extra staffing and a guarantee that the upcoming budget will include provisions to cover the costs related to any new collective agreement.

Jul. 20, 2018 EPSU has sent a solidarity message to Hungarian affiliates who are fighting against their government's new proposal to reform the taxation of certain fringe benefits. The KKDSZ, BDDSZ and HVDSZ2000 trade unions held a press conference in front of the Parliament earlier this month in protest. The reform of the taxation of fringe benefits such as luncheon vouchers would make it more costly for employers to provide these to their workers. This could result in an effective cut in income for many, with a particular impact on the low paid for whom the vouchers are very important.
