May. 28, 2019 The FNV and other unions are facing tough negotiations in both hospitals (200000 workers) and mental health (80000 workers). In the hospital sector the employers have made an unacceptable offer of a 2.5% pay rise when the unions are looking for a 5% increase as well action to protect working time and rest periods and initiatives on employee health and training to improve retention. Similarly, in mental health unions want better pay and limits on flexibility but are being confronted by employer demands to reduce working time protection and sick pay provision.
May. 28, 2019 The ver.di health union in the Baden-Württemberg region has successfully negotiated a new pay deal with the Schmieder group of rehabilitation clinics that brings the pay of the 2000 employees in line with pay in municipal hospitals. The agreement will run until 31 March 2021 when the union will again aim to keep pay in alignment. There is only one other private health facility in the region - a non-profit organisation - that is also in line with the public sector. Ver.di sees the Schmieder deal as setting the standard and negotiated just in time to put pressure on the Waldberg-Zeil clinic in Oberschwaben where the next round of negotiations takes place on 19 June and where 600 workers have already taken strike action.

May. 16, 2019 Negotiations over the pay and conditions of 55000 hospitals doctors are set to resume on 21 May with the Marburger Bund doctors' union looking for a clear statement from the VKA municipal employers' organisation on two key points - the demand for two free weekends each month and a maximum number of hours on standby duty. The union has organised a number of warning strikes to support its negotiating team and will consider further action if the VKA doesn't make a better offer in the next negotiating round.
May. 16, 2019 The POEDIN health workers' union organised a national strike and demonstration on 16 May in protest at the austerity still being suffered by the public health service. The union argues that massive underfunding and staff shortages are making it impossible to deliver services and many people are forced to use the expensive private sector as waiting lists rise. There is a recruitment crisis in the sector with no new workers taken on over the last three years while 3000 have retired. Overall staffing is 6000 below its 2014 level while workers face poverty wages. A university trained nurse has a starting salary of only EUR 640 a month. Understaffing has led to overwork with hospital workers owed anything from 60 to 150 days' of compensatory leave.
May. 14, 2019 The presidents and general secretaries of the three main public service federations - FP-CGIL, UIL-FPL and CISL-FP - met with representatives of the two main private health employers' organisations, AIOP and ARIS on 3 May. The meeting was an attempt to resolve a conflict and negotiate the renewal of the collective agreement that was last negotiated 12 years ago. The unions want pay in the private sector aligned with that in the public health collective agreement. They also want a national agreement and so no regional variations. The talks are now suspended while the unions wait for the employers to confirm that there are the financial resources available to fund the agreement.
May. 10, 2019 Hundreds of thousands of public service workers joined demonstrations around the country on 9 May as part of national strike action and protests against government plans for public sector reform. An estimated 30000 took part in the main demonstration in Paris, bringing together nine trade union federations in the public sector and indicating the extent of trade union unity in opposition to job cuts, pay freezes and initiatives to undermine employment security and trade union rights. The unions are demanding a proper process of social dialogue over the government proposals which are due to be presented to parliament on 13 May.
May. 02, 2019 Eight trade unions in the AP-HP group of hospitals in Paris - CGT, SUD, FO, CFDT, CFTC, CFE-CGC, UNSA and SMPS - organised joint strike action on 18-20 April demanding proper negotiations with hospital management over a number of issues. The unions are calling for an end to cuts to jobs and services which saw 405 full-time equivalent (FTE) posts cut last year with a further 779 FTE to go this year. The unions say that management are targeting staff costs as the main way to reduce their deficits and workers are facing a pay freeze until 2023.
May. 02, 2019 The Sanitas health trade union is continuing negotiations with the government and ministry of health over a range of issues including ensuring full funding is available to cover pay increases for 2019. Other key points relate to extra leave for healthcare workers and ensuring all in the sector benefit from pay increases. The union is also concerned that certain specific categories of higher qualified occupations such as pharmacists and psychologists are on the appropriate levels of the pay structure. Sanitas is positive about making progress.
Apr. 30, 2019 Health and care union ver.di is keeping up the momentum of its campaign to secure appropriate staffing levels in health, eldercare and other services. It is again organising a demonstration to coincide with the annual meeting of regional health ministers in Leipzig on 5 June. The union acknowledges that some progress has been made in terms of pay and funding for extra jobs but proposed minimum staffing levels don't ensure adequate levels of care. The union still wants to see federal standards for staffing that would deliver good quality care and it also wants to ensure that rehabilitation and psychiatric services are included.
