In three separate disputes, members of the Fórsa and SIPTU trade unions have voted in favour of industrial action. In the ambulance service, SIPTU members voted with a 95% majority to back industrial action following the refusal of management to implement a restructuring plan that had been negotiated with and was fully supported by the union. Trade unions representing workers in the public finance directorate (DGFiP) will be taking strike action on 10 May in protest at the continuing restructuring of the organisation and to defend workers’ rights and working conditions. The unions say that 30000 jobs have been cut since 2008 and a long-running process of restructuring has been carried out with digitalisation a key driver. They want a hold on restructuring and relocation and are concerned that the digital transformation and other changes are having a negative impact not just on the workforce but also on the quality of service. Services union ver.di has successfully fought off attempts by the Nord Residenz care company to shut down the works council. On 27 April, the regional labour court in Bremen in North West Germany ruled against the company’s attempts to dismiss the works council chair and her deputy, expel them from the works council and dissolve the works council itself. Nord Residenz is owned by the French multinational Orpea. The impact of the pandemic has led to restructuring of some care homes in the Brussels region where employers are arguing that declining occupation rates and costs of anti-COVID measures are making some homes unviable. The Armonea (Colisée) group has announced plans to close one facility (Sebrechts) with the loss of 108 jobs while unions at the Senior Living Group, part of the Korian multinational, are looking at ways to avoid compulsory redundancies with a range of measures. Following mobilisations on 14 and 19 January in protest at restructuring plans affecting the ENGIE and EDF energy companies, trade unions have set dates for further action in February. The four energy unions are planning joint mobilisations on 4, 10 and 11 February to coincide with key debates in parliament. Strike action is planned for the 10th when the head of EDF will be taking part in parliamentary hearing. The unions have also been lobbying MPs, 83 of whom have joined with the unions in sending a letter to the government protesting against the EDF “Hercule” restructuring project.

On 19 January trade unions in the energy sector took further action in their campaign against the “Hercule” restructuring project in EDF, the main energy provider in France. EPSU and industriAll Europe sent a joint letter expressing their support for the unions, arguing that the plans pose a major threat to the company, its workers and the provision of energy as a public service. Four energy trade union in France organised another day of action on 17 December in protest at what they see as major threats to the sector, such as the “Hercule” restructuring plans at EDF, and its public service mission. FNME-CGT, CFE-CGC Énergies, FO Énergie et Mines and FCE-CFDT are concerned that key decisions about the sector are being taken without proper consultation both with the unions and in parliament. On 26 November, unions in the multinational energy companies ENGIE and EDF mobilised to defend jobs and the public energy sector, demanding the suspension of the companies’ restructuring projects. The unions argue that, if implemented, the plans will endanger both the future of employees and the French energy sector with little consideration of the disastrous social consequences. Energy unions are facing challenges on several fronts. Leading gas company Centrica has faced major criticism from unions - GMB, UNISON, Unite and Prospect - when it followed up an announcement of 5000 job cuts with a plan to sack and re-hire 20000 staff on worse terms and conditions. The GMB union has already had a consultative ballot which showed 95% support for strike action and so a formal ballot will be undertaken. Meanwhile the GMB members at Northern Gas Networks have voted 98% in favour of industrial action on pay while Unite members at the Drax energy company have been balloted over

The four unions representing workers in France's main energy company EDF - FNME-CGT, FNEM-FO, CFE-CGC and CFDT Chimie Energie - are continuing their joint actions in protest against the plans for major restructuring and privatisation of the company. After the widely supported strike action on 19 September, the unions have launched a petition and are planning a further day of strike action on 17 October.

Eight public service trade union federations - CFDT, CFTC, CGT, FA, FO, FSU, SOLIDAIRES and UNSA - have issued a joint statement reiterating their opposition to the new law on transforming public services. The unions wanted to see a universal public service, accessible to all and fully staffed with workers protected by statutes. They also want to retain the key committees that help ensure equal treatment and health and safety. The LVSADA health union has managed to negotiate an agreement to tackle problems arising from a restructuring of the ambulance service. A reduction of night shifts meant an increase in waiting times particularly in the Latgale, Vidzeme and Zemgale regions, creating problems for staff and difficulties for patients. The union formally announced a dispute with the ambulance service management, highlighting the constitutional commitment to emergency medical care as a human right. However, it was possible to resolve the situation before the union took any action.

Workers at the Aguas de Portugal (AdP) water company are considering strike action if a number of key demands are not met. Apart from improvements in pay and career development, the workers want to see a progressive reduction in working hours and measures to address the fact that restructuring of the company has lead to many workers being on different rates of pay despite having the same length of service and responsibilities. Unions mobilised on the 27 March to put pressure on management which has so far failed to address these issues.

Workers across the public and private sectors took four hours of strike action on 17 December to call for government action to resolve a crisis that could lead to 1750 job losses at the TEVA pharmaceuticals multinational in Israel, part of a plan to cut 14000 jobs worldwide. The action was called by the Histadrut confederation which says that the company had benefited from favourable tax arrangements and that the government should intervene to protect the workers whose jobs are under threat.
