Joint Declaration on Work-Related Stress

On 8 October 2004, the four major European social partner organisations signed a framework agreement on work-related stress. This Agreement is to be implemented by the Members of ETUC, UNICE/UEAPME and CEEP in accordance with national procedures and practices specific to management and labour rather than by European legislation.

The agreement focuses on work-related stress only, whichis a concern for both employers and workers. It aims at increasing the understanding of employers and workers of work-related stress and proposes a method for identifying problems dealing with them.

Work-related stress is also an issue in the European Electricity Sector. The social partners in the electricity sector EPSU and EMCEF for the trade unions and EURELECTRIC for the employers welcome therefore the inter-sectoral agreement. It provides necessary guidance for concluding agreements on stress in the electricity sector.

EPSU/ EMCEF and EURELECTRIC call upon their affiliated member organisations to implement the inter-sectoral agreement in accordance with the national procedures and practices specific to management and labour as referred to in the agreement.

EPSU/ EMCEF and EURELECTRIC will monitor the implementation of the agreement in the electricity sector through the sectoral social dialogue committee.

They call upon the Commission to provide the necessary resources to allow the electricity social partners to evaluate the implementation after. This will allow EPSU/EMCEF and EURELECTRIC to consider further action if necessary.
