Final Congress Documents

EPSU Congress Circular No. 10 (2009) sent on 8 April 2009

We have the pleasure of submitting the final Congress documents to you.

1. As stipulated in the Standing Orders Governing Congress (Appendix II to the current EPSU Constitution, point 1, “The Executive Committee shall appoint for election / ratification by Congress: the Credentials Committee; the Congress Board; the Standing Orders Committee; the Resolutions Committee; the tellers to check the number of votes”), please find attached the Executive Committee’s recommendations for these Congress responsibilities.

2. As stipulated article 4.2.8 of the current EPSU Constitution, please find attached the Draft Congress Programme as well as the following resolutions:

- R.1: Quality Public Services – Quality of Life
- R.2: Collective Bargaining and Social Dialogue
- R.3: Equal Pay
- R.4: Health and Social Services
- R.5: Local and Regional Government
- R.6: National and European Administration
- R.7: Utilities
- RA 1: “Strengthening European Public Sector Unions” from AbvaKabo FNV, the Netherlands
- RA 2: “Migration” from the Mediterranean Constituency
- RA 3: “Equal Pay in Female-dominated Sectors” from SKTF, Sweden
- RA 4: ”Give Social Europe a Future” from GdG, GÖD (Austria), VPÖD-SSP (Switzerland) and Ver.di (Germany)
- SR 1: “The European Social Model: the four freedoms of the European Internal Market vs. national trade union rights”
- SR 2: “Affiliation fees resulting from the merger between EPSU and PSI- Europe”

The above resolutions have gone through a thorough discussion process and the EPSU Executive Committee made final recommendations at its meeting of 26 – 27 March 2009.

3. Also attached, as stipulated in the Standing Orders Governing Congress (Appendix II to the current EPSU Constitution, point 4 “The terms of all elected offices will expire at Congress. The affiliates shall nominate candidate(s) for the positions of President, General Secretary and member auditors for election by Congress and communicate the proposals to the Secretariat five months before Congress. Two months before Congress the Executive Committee decides which candidate(s) they will recommend”), are the March 2009 Executive Committee’s recommendations for the Candidates for elected office.

4. In accordance with articles 4.2.6 subs c) and d) of the current EPSU Constitution, the Finance Reports for the period 2004-2008 and the Reports of Activities for the period 2004-2008 are appended. The Reports of Activity 2005-2008 of the PSI European region are also appended for your information.

5. Finally, attached please find the amendments proposed to the EPSU Constitution which having gone through a thorough discussion process now are submitted in the name of the Executive Committee.

I would like to draw your attention to the fact that these materials are being translated into French, German, Russian, Spanish and Swedish. Language versions of the documents will be posted at the below web link as they become available. We will inform you when all documents are posted in all languages.
