Frank Bsirske, chair of the ver.di services union, has attacked government plans to increase weekly hours for 300,000 federal civil servants to 41 a week and to cut special payments. This follows only shortly after the new agreement for federal employees came into effect with a 39-hour week and retention of some special payments. From verdi's viewpoint the negotiations were on the basis that the conditions would also apply to civil servants who don't have the right to collective bargaining.

Civil servants' action enters 12th week
Civil service unions continued their industrial action over pay into April and a 12th week of strikes and industrial action. A strike of tax workers took place on 2 April followed by a work to rule and demonstrations across the Netherlands. Prison service workers were also involved in action at the beginning of the month. Juan Rosell, head of the CEOE employers’ organisation, has angered unions with his statements about civil servants, describing them as arrogant and unreliable. The unions have responded by referring to the fact that civil servants have played an important role in response to the crisis, pointing out that not only were they not responsible for the crisis but they didn’t benefit from the boom years that lead to the bust. While inflation averaged 4%, civil servants’ pay was increasing by an average of 2% over a period of more than 10 years. And following the slump civil servants have had a 5% pay
2009-2010 agreement covering federal civil servants concluded
Unions have signed a new two-year agreement covering the 80,000 civil servants employed at federal level. Bearing in mind the difficult negotiating conditions, they are positive about the agreement that covers improvements in a broad range of employment conditions, including increases to the year-end bonus marking further progress towards a 13th month salary.
