The government unilaterally cut salaries for public servants by amending the law that regulates basic pay in the sector, even though pay normally is subject to collective bargaining. The main public service unions have rejected the pay cut and also criticise the government for its unilateral action which, the unions argues, contravenes International Labour Organisation Convention 98 that guarantees the right to collective bargaining. The strikes were planned for 13 and 14 in the week leading up to local government elections across the country. Education workers were due to begin the strike on 13 May with employees in health and social services and cultural services on strike on 14 May and all workers joining the action on 15 May.

Public sector workers in Bosnia's Serb Republic went on strike on 21 January in response to the government's imposition of austerity measures including a 10% cut in pay. The government had offered a pay rise later in the year if the unions didn't go on strike. The austerity measures are in response to International Monetary Fund loan conditions. Unions strike over job cuts
(July 2017) Four unions at the Veolia water company took strike action on 3 July in a protest at the company's announcement of a plan for job cuts. The unions have called for negotiation of a proper plan for training and retraining and have rejected compulory redundancies with a call to defend local jobs. The unions involved in include the CGT, FO, CFE-CGC, CFTC and UNSA.

The STAL local government union and other public sector unions in the Frente Comum mobilised thousands of workers in a national demonstration on 15 March.
