Members of the FNV trade union are currently voting on whether to accept a new collective agreement covering central government. The deal includes a €1200 one-off payment for full-time employees to compensate for inflation paid in May this year even before the current agreement expires. On 1 July there will be an 8.5% pay increase plus €50 and an increase in the individual choice budget by 0.13% to 16.50% of the salary. A one-off payment of €800 will follow in November 2024 and a further payment of €350 on 1 July 2025. The one-off payments add up to €2350 (pro rata for part timers). The

The FSC-CCOO and UGT-SP public service federations are to declare a collective dispute with the Tax Agency which will coincide with the start of the Agency’s campaign on filing income tax returns. The dispute will raise a number of issues related to professional career development, internal promotion, strengthening the mobility agreement, telework and negotiating a new collective agreement. The unions are also concerned about plans to increase the telephone service without specifying salaries or the need to increase recruitment. Health workers around the country, many of them employed by private contractors and among the lowest paid, have had to resort to strike action to ensure they get a £1600+ (€1870) lump sum payment that was paid to most directly employed staff last year. Action has just paid off for members of UNISON and Unite in Dudley in the West Midlands where until recently their employer, Mitie, had refused the payment. UNISON members were also successful following their action in the South West against the contractor Sodexo and Wiltshire Health and Care, a company jointly owned by three NHS trusts. UNISON

Earlier this month the OSZSP health union and other trade unions met with Ministry of Labour officials to discuss proposed amendments to the labour code which have serious implications for workers in the healthcare sector. The governments wants changes in relation to shift lengths, overtime work and, of most concern, the introduction of 24-hour shifts. The OSZSP and the doctors’ union underlined the need to safeguard employee rights and criticized proposals that could undermine worker protections. Members of public sector unions have voted by a large majority to accept the pay agreement negotiated earlier this year. The agreement runs from 1 January 2024 to 30 June 2026 and provides for pay improvements worth 9.25% but because of flat-rate elements this rises to 17.3% for lower paid workers. This agreement also provides specific provisions for local bargaining, which will give trade unions the scope to negotiate up to an additional 3% of pay costs, inclusive of allowances, for particular grades, groups or categories of employee. The FP-CGIL public service federation reports that the latest official data show that there were 16000 incidents of aggression against health and social care personnel in 2023, affecting 18000 workers. The statistics were published in the 2023 report from the National Observatory on the Safety of Health and Social Care Professionals which was established in January 2022 and is made up of the Ministries of Health, Interior, Economy and Finance and Labour, other government agencies, trade unions and regional professional associations. Trade unions, including Sanitas and Columna, have managed to secure pay increases for workers in health and social services. According to Sanitas, increases in the health sector vary according to occupation but range up to 26.8% with 20% in social assistance. The union has also been able to resolve discrepancies in salaries affecting a number of specific occupations. Meanwhile Columna has also been active in local government where it organised strike action on 19 March involving nearly 19000 workers as it tries to ensure that the pay increases that apply to health, education and social care

The EAKL trade union confederation reports that health sector trade unions have negotiated pay rises of around 10% for health workers, due to be paid from 1 April. There are some variations across occupations with 10.01% for doctors; 10.03% for specialists; 10.07% for clinical psychologists; 10.09% for nurses and health care support specialists; 14.22% for specialty nurses and midwives; 9.89% for emergency technicians; 10.11% for emergency medical technicians 10.11%; and 10.14% for maintenance workers.
