The three public sector federations, Fp-Cgil, Cisl-Fp and Uil-Fpl, met on 25 February to discuss how to respond to government plans for reforms to the provincial administration. The unions are very concerned about the lack of clarity, content and timing of any changes and the impact that these will have on workers. The unions are looking for a commitment to consult with unions and for guarantees on workers' conditions and quality of services to citizens. The three unions are planning a series of actions and mobilisations throughout March, culminating with a national demonstration on 31 March.

Three federations mobilise over provincial and city funding
(May 2017) The three public service federations (FP-CGIL, CISL-FP and UIL-FPL) organised a day of action on 23 May to highlight the problem of underfunding of provincial and city councils. The unions argue that indiscriminate cuts have to end and that inadequate funding poses a threat to workers' wages as well the delivery of essential services and maintenance of roads and schools. Workers were mobilised across the country on the day.
No progress in Provincial negotiations
The CNV Publieke Zaak union reports that there has been no progress in the negotiations covering Provincial Councils despite the breakthrough made in local government. A consultation of members over the employers' offer revealed a clear majority against and the reaction from the employers was to withdraw what they said was their final offer. The unions argue that the employers are showing little respect for members' efforts and dedication and further action by the trade unions is likely to follow.
