A major demonstration organised by the Yol-iS trade union has increased pressure on the directorate of highways to extend collective agreement coverage to sub-contracted workers. This is a major issue for trade unions and Yol-iS has won a number of court rulings saying that sub-contracted workers should be covered by the main collective agreement.

Thousands demonstrate against sub-contracting
Report from Yol-ISThousands of construction workers joined a demonstration in Ankara on 15 February in protest against sub-contracting and forced transfer of employees. Despite a court ruling dating from 2011 many workers who should be directly employed by the Directorate of Highways and covered by collective agreements have been subject to illegal sub-contracting without proper employment conditions. The protest was also over another group of workers who have faced redeployment to jobs inappropriate for their skills and training.
National strike over rights of subcontracted workers
On 8 February the Histradut trade union confederation organised a nationwide strike over the government’s use of subcontracted workers in different sectors. Unions have been calling for better pay and conditions and full employment rights for around 400000 subcontractors’ employees. While the government has indicated it will improve pay and conditions it has not agreed on full employment rights. Read more at > CNN news website (EN)
New sub-contracting regulations
Following pressure from trade unions the government is committed to introducing legislation that will require employers to check certain details of any new sub-contractors or employment agencies they use. This is to confirm that they are registered in Finland for tax purposes and that they comply with other areas of legislation such as employment law. The principal company will be able to demand information about collective agreements and the pay and conditions of the employees of the sub-contractor. Read more at > SAK
