Members of the FNV trade union are currently voting on whether to accept a new collective agreement covering central government. The deal includes a €1200 one-off payment for full-time employees to compensate for inflation paid in May this year even before the current agreement expires. On 1 July there will be an 8.5% pay increase plus €50 and an increase in the individual choice budget by 0.13% to 16.50% of the salary. A one-off payment of €800 will follow in November 2024 and a further payment of €350 on 1 July 2025. The one-off payments add up to €2350 (pro rata for part timers). The

The FSC-CCOO and UGT-SP public service federations are to declare a collective dispute with the Tax Agency which will coincide with the start of the Agency’s campaign on filing income tax returns. The dispute will raise a number of issues related to professional career development, internal promotion, strengthening the mobility agreement, telework and negotiating a new collective agreement. The unions are also concerned about plans to increase the telephone service without specifying salaries or the need to increase recruitment. The FP-CGIL public service federation reports that the latest official data show that there were 16000 incidents of aggression against health and social care personnel in 2023, affecting 18000 workers. The statistics were published in the 2023 report from the National Observatory on the Safety of Health and Social Care Professionals which was established in January 2022 and is made up of the Ministries of Health, Interior, Economy and Finance and Labour, other government agencies, trade unions and regional professional associations. EPSU and PSI have sent solidarity greetings to the three union federations – Filctem-Cgil, Flaei- Cisl and Uiltec – in their dispute with the ENEL energy company. The three unions are planning national strike action on 8 March and began a month-long period of industrial action affecting overtime, travel and changes to working hours on 24 February. The FNV and NU’91 trade unions have concluded a new 12-month agreement covering around 7800 employees in the sector but with an effective start date of 1 June 2023. The increase comes in three stages with 3.5% backdated to 1 January and then 3.5% on 1 April and 3% on 1 June. The ver.di trade union has strongly condemned the violence against firefighters, rescue services and police officers on New Year's Eve and calls on employers to do much more to fulfil their duty of care towards employees. Numerous workers were injured after coming under fire from rockets and firecrackers or as a result of other attacks. The events on New Year's Eve have highlighted the kinds of violence to which many public sector workers are exposed on a day-to-day basis. The FNV trade union is again sounding the alarm over staff shortages in health and social care following the release of official forecasts for the coming decade. The figures show that, on current trends there is a real risk of serious breakdown in the sector which faces an expected shortage of almost 190,000 employees by 2033. The FOA trade union has welcomed the decision of the labour market insurance body to recognise that there is sufficient evidence of a causal link between firefighting and two types of cancer: bladder cancer and mesothelioma. The first is linked to exposure to soot and related chemicals (PAHs) and the second linked to exposure to asbestos. This means that firefighters affected by the two serious illnesses will be able to have them recognised as occupational injuries. Research financed by the European Trade Union Institute has been able, for the first time, to estimate the number of cases of, and deaths from, depression and cardiovascular disease that can be directly attributed to exposure to psychosocial risks at work. The study covers 35 European countries. This new research focused on five psychosocial risks at work: job strain, effort-reward imbalance, job insecurity, long working hours, and bullying. While there were significant common findings across Europe, there was some variation between countries: in France, for example, 19% of depression cases

The FOA trade union reports that data from the Danish Working Environment Authority shows a record number of offences in psychiatric homes in 2022 where staff were not adequately protected against violence. There were 92 cases, up from 73 in 2021, representing the highest figure since records began. FOA says this reflects a picture of everyday violence that is unacceptable for both staff and patients. Overall, there were 482 accidents at work due to violence in psychiatric institutions in 2022, a 37% increase since 2019. FOA is critical of governments that have promised action over the years

The FNV trade union and the RTL Nieuws broadcaster have published a survey covering nearly 2300 workers in nursing and home care that shows that work is becoming increasingly difficult and has to be done with fewer and fewer colleagues. The union argues that this poses a threat to the quality of care as well as the safety of employees and those they care for. The FNV says that as a result of government policy people are receiving care at home for longer and so by the time they move to a care home they often need more complex care. A major survey of more than 4000 workers by the FOA trade union shows that 35% of employees in the health and care sector have experienced threats of violence in the past year. This compares to only 6% for the general population. Some 30% say that they have been subjected to physical violence. The union is worried that the real figures may be even higher as it believes many employees have come to accept that violence and threats are part of the job. A new survey by the Vision trade union shows that just over one in 10 social workers say they have suffered sexual harassment in the past year. The union is concerned that the relevant legislation is not being applied and wants to see local collective agreements with more effective measures to tackle the problem. The survey also found that one in seven women between the ages of 20 and 29 say they have been harassed in the past year by someone who is not a colleague. A survey for the SAHP trade union found that 43% of its members faced violent threats at some point in 2022 and 22% were subjected to actual violence at some point during the year. The research revealed that mental illness and the influence of alcohol and/or drugs are the most common factors in violent incidents. Worryingly only half of those subjected to threats or violence say that some form of report was made. The SAHP says that employers should always show zero tolerance for threats and violence against healthcare professionals and must increase the preventive work with risk assessments

The Fp-Cgil public service federation has described the level of attacks on health workers as a national emergency. According to the INAIL institute for insurance against workplace accidents, in the last five years, there have been more than 12000 incidents at work classified as violence, aggression, threats and the like, with an average of about 2,500 per year, 75% of which affect women.
