The public service unions Fagforbundet and Delta, along with the UF teachers’ union, are stepping up their industrial action to secure better pension rights for workers in private kindergartens. The action began on 17 October when mediation with the PBL employers’ organisation failed. More workers were due to join the action on 27 October which aims to ensure that workers covered by the PBL agreement have the same pension rights as childcare workers in municipalities. On 3 September, employees in the opera, theatre and orchestras sector went on strike to demand a pension scheme that works equally for women and men and lasts a lifetime. On September 8, the strike escalated further and then more workers joined the strike after an unsuccessful mediation on 30 September. Public sector unions have negotiated a wage settlement with the Virke employers’ organisation that includes private and non-profit companies delivering public services. The deal is in line with the settlement in the government sector, with a 2.7% pay increase but with a flat rate payment of NOK 1,500 (EUR 145) at all salary levels, backdated to 1 May. In addition, there is NOK 4,000 (EUR 390) for the lower paid and an equal pay supplement starting at NOK 3,800 (EUR 370) and falling by NOK 200 (EUR 20) for each move up the salary scale. The UNIO trade union confederation whose members cover workers with higher education has been pushing for higher pay deals in three negotiations – national local government, Oslo municipality and public companies represented by the employers’ organisation, Spekter. The Fagforbundet public services union is celebrating a positive result after 30 days of strike action by some of its members in the private health sector. The aim of the strike was to ensure that agreements in the sector kept pay in line with the public sector. This was achieved including an historic rise in the minimum wage up by NOK 80000 (EUR 7800) to NOK 300000 (EUR 29250). The strike action was challenged by the NHO employers’ organisation, but the Labour Court ruled that the strike was legal and not in breach of the peace obligation. Workers in four social care organisations in Oslo have been taking strike action in support of their demands that all employees should be paid in line with pay rates in the municipal sector. Their union Fagforbundet says that pay rates for nurses are comparable to the public sector but assistant nurses and other workers could be paid around NOK 100000 (EUR 9800) a year less than people doing the same job a municipal care provider. The union is challenging two major companies – Stendi and Norlandia – to tackle this pay inequality and ensure fair pay across the sector.

The government has imposed compulsory arbitration in a dispute between unions representing health and care staff in the private and non-profit sector and the NHO employers’ organisation. The unions were taking strike action in support of their demand for higher pay rates that would bring pay in line with comparable collective agreements in health and care. Public service unions, including Fagborbundet and the nurses' union, are hopeful that 11 privatised care homes in Oslo will be back under municipal control in the next two years as their contracts come to an end. The red/green coalition on the city council has given positive signs but the unions are concerned it may use an option to extend contracts by one or two years. The unions argue that any delay will be costly to the workers. They give the example of a care home in Uranienburg which was privatised in 2013 and then remunicipalised but workers in the home had lost out with annual salaries

After three weeks of selective strike action in hospitals involving several public service unions, the government has used its powers to force an end to the action and refer the matter to a national labour tribunal which will meet in October. The strike was over pensions and ensuring that all hospital workers have a right to a pension from the first Krone earned. The government claimed a threat to health when the unions decided to step up the action. It has intervened in this way in the past, most recently in November 2018 in a dispute involving the NSF nurses' union (see epsucob@NEWS 22, 2018

The Fagforbundet public service union is continuing to pursue legal action against the Aleris care company which it believes has major implications for labour rights in Norway. The company is being challenged over using self-employed workers that it calls "consultants" rather than directly employing care staff. The "consultants" have no employment rights and have been forced to work long hours of overtime, including up to 72 hours without a break, for fear of being denied work. They have no sickness or pension benefit or protection against dismissal. Aleris Care is now part of the Ambea group
