In three separate disputes, members of the Fórsa and SIPTU trade unions have voted in favour of industrial action. In the ambulance service, SIPTU members voted with a 95% majority to back industrial action following the refusal of management to implement a restructuring plan that had been negotiated with and was fully supported by the union. Meanwhile, SIPTU members in the water sector will take strike action on 7 June unless there is a guarantee that their local authority pay and conditions will be protected when they transfer to a new employer, Uisce Éireann, a new standalone public utility

Public services union Fórsa has welcomed a new framework agreed between unions and the Department of Public Expenditure and Reform allowing civil servants to apply to work “blended” arrangements – combining home/remote work with normal working. Workers whose requests are denied have the right to a review with the aim to resolve the issues that led to the refusal. The Fórsa and SIPTU public service unions have welcomed the government’s new ‘Blended Working Policy Statement,’ which would see the civil service switch from pandemic-related remote working provisions to long-term ‘blended working’ arrangements between September 2021 and March 2022. However, both unions want to see a rapid roll-out across the entire public service, rather than being confined to Government departments and agencies. Public services union Fórsa has asked the government to open negotiations over an agreement on remote working. The union notes that there have been some positive outcomes from the recent increase in telework as a result of the pandemic, but an agreement is needed to regulate what could be a long-term shift in the organisation of work across the public sector. Fórsa has set out some key elements for the agreement which include, among others: agreed guidelines for identifying functions that can be performed remotely; fair access and the right to request remote work; right to decline remote work

After the surge in remote working as a result of the pandemic, trade unions in Ireland, Russia and Spain have welcomed new initiatives, including legislation and collective agreements, that regulate telework. Research by the Eurofound research agency also looks into the negative and positive implications of telework for workers’ autonomy and work-life balance raising again the challenges to ensure that workers have control over their working time and underlining the importance of current discussions at European level on the right to disconnect.
