An analysis of data working time from the Eurofound research agency by the European Trade Union Confederation (ETUC) shows how collective bargaining can deliver a better work-life balance. Workers in countries with the highest levels of collective bargaining coverage enjoy up to a month more leisure time each year – without loss of pay – than those where coverage is lower. In countries where nine in 10 workers are covered by a collective bargaining agreement, the average working time is 1,674 hours a year (excluding overtime). Using figures from the Eurostat statistics agency, the European Trade Union Confederation (ETUC) shows that the price of the most basic food stuffs is still rising up to seven times faster than wages. The price of olive oil is 75% higher than it was in January 2021, while there have been substantial increases in the price of potatoes (53%), eggs (37%) and butter (27%). By contrast, the ETUC shows that nominal wages have increased by 11% in the EU and 10% in the Euro area over the last three years. The Eurofound research agency regularly carries out surveys of cross-sector and sector European trade union employer organisations to confirm their representativeness for the European social dialogue. Its latest report on the cross-sector level provides an overview of the ETUC in the European Union where it has 74 affiliated organisations in all EU27 countries, of which 62 are recognised as representative at national level. The Eurofound research agency has published a new analysis of trends in sector collective bargaining as negotiators respond to the challenge of rising inflation. It found that collectively negotiated wages in 2022 did not reflect the rising cost of living, resulting in further purchasing power losses for employees. The study focused on four sectors – chemical and pharmaceutical, metalworking, and hospitality and domestic work – in France, Germany and Italy where wages have mostly been growing slower than inflation. The trade union-linked WSI research institute has published its annual overview of collective bargaining across Europe which it says “shows with alarming clarity that workers are the losers in the current wave of inflation: across Europe, the purchasing power of wages fell by 4.0% last year.” The report reveals that negotiated wages in the Eurozone rose by 2.8% in 2022, the second highest increase in over 20 years but the impact of inflation turned this into a 5.2% real terms decline, by far the largest fall over the same period. The ETUC points out that the gap is even wider for the most essential living costs with housing and utilities prices rising by 18%, four times faster than wages, while transport and food (12%) increased three times faster. Real wages, taking into account inflation, have fallen in every EU member state this year by as much as 9%. The ETUC contrasts this with data on real profits which actually increased by 1%.

Following a long-running campaign, the ETUC has welcomed the adoption of new guidelines by the European Commission which make clear EU competition law does not stand in the way of solo self-employed workers engaging in collective bargaining. Self-employed workers make up around a tenth of the European workforce but research commissioned by the ETUC found that some form of (limited) access to collective bargaining for self-employed workers existed in only 10 EU countries. Over the first six months of the years many of EPSU’s affiliates in health and social care have been active in negotiating, mobilising and taking action to secure improvements in pay and conditions for their members. With understaffing a major challenge across Europe, trade unions are fighting for the better, hours and other conditions that will help to retain staff and recruit more workers to these essential services. So far affiliates in 15 countries have been involved in protests, strikes and negotiations, with at least 16 new sector agreements delivering new pay and benefits for workers.

The European Trade Union Confederation has welcomed the decision by member states to support the Adequate Minimum Wages Directive that it says will help ensure that millions of workers across Europe get fairer wages and improved rights to collective bargaining. The directive is now set for a final sign-off by MEPs and ministers in September.
