The Eurofound research agency has published a policy brief which underlines the need to tackle poor job quality among a range of essential occupations, including in the health and care, food systems, cleaning and refuse, transport and protective services sectors, along with manual workers in general. The report argues that these workers’ health and well-being were at risk during the COVID-19 pandemic and continue to be post-pandemic contributing to the labour shortages that persist in these sectors. The Eurofound research agency has published a new study that argues that social dialogue and collective bargaining were essential in finding solutions to the challenges in the hospital sector during the COVID-19 pandemic. It notes that this was also true in countries where these structures are not so strong – including Bulgaria, Cyprus, Czechia, Estonia and Malta – and not just those where this a long-standing tradition of cooperation between trade unions and employers. Over the first six months of the years many of EPSU’s affiliates in health and social care have been active in negotiating, mobilising and taking action to secure improvements in pay and conditions for their members. With understaffing a major challenge across Europe, trade unions are fighting for the better, hours and other conditions that will help to retain staff and recruit more workers to these essential services. So far affiliates in 15 countries have been involved in protests, strikes and negotiations, with at least 16 new sector agreements delivering new pay and benefits for workers.

EPSU and HOSPEEM, the European Hospital and Healthcare Employers’ Association, have negotiated a new Framework of Actions on Recruitment and Retention. It includes aspects relating to COVID-19, work-life balance, digitalisation and health and safety. It also stresses social partners’ commitment to strengthen the attractiveness of the sector and to support a rights-based approach to recruiting migrant workers. The framework refers to existing initiatives for retention, e.g., an active ageing policy and EPSU and HOSPEEM emphasise that social partners must be involved in workforce planning

A new report from the Eurofound research agency analyses the extent of labour shortages across Europe and some of the measures being taken to address them. One of the main sectors of interest is health and social care and the report highlights the risks posed by such shortages to the viability of high-quality care provision. These were seen as particularly acute in Germany and in the Nordic countries, where shortages of skilled staff have led to long waiting times for patients. The ETUC has highlighted strike action by 600000 cleaners across Italy as part of its campaign to pressure the European Commission not to delay publishing draft proposals on pay transparency. The cleaners were striking over the failure of the employers in the sector to negotiate a collective agreement, seven years after the last one expired. With women dominating the low-paid cleaning workforce there is a major case to be made for action on pay equality along with proper recognition of their skills and the risks they have been taking during the current pandemic. A new report from the Eurofound research agency, based on the European Working Conditions Survey, reveals key factors influencing health and well-being at work. While regulations on working time are important in restricting excessive hours, the report warns that work intensity and flexibility also need to be addressed. It also says that working arrangements are an important element and that more job control can help improve well-being along with the basic factors that demonstrate a recognition of a worker's skills and commitment, including pay, career prospects and job security.

On 29 April EPSU signed a landmark agreement with the French-based Korian social care multinational to set up a European works council (EWC). The agreement comes two years after EPSU took the initiative to bring together affiliates that organise in the company to form a network with a view to establishing an EWC. EPSU believes this is an important step in improving information and consultation in the company and sets the standard for other multinationals in the fast-growing social care sector.

The ETUI research organisation has published a new report and issue of its health and safety magazine, HesaMag, that both cover the risks of workplace cancers. As many as 100000 deaths a year are linked to workplace carcinogens but it is not just hazardous substances that are of concern. The ETUI publications also cover other risks such as night work which has been linked to higher risk of breast cancer with some specific cases affecting hospital staff. HesaMag also looks at the problems of getting proper recognition of the risks faced by workers in sectors like cleaning, maintenance and waste

The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. EPSU affiliates around Europe have been developing collective bargaining policies, using legal action and pushing for legislative change to help them address the persistent problem of low pay in sectors dominated by women. In a report commissioned by EPSU, She works hard for the money, and in a presentation to EPSU's Quality Employment conference,Torsten Müller, senior researcher at the European Trade Union Institute, provides a number of examples from Finland, Sweden, Germany, the UK and other countries where public service trade unions have used collective bargaining to improve pay in health

EPSU has made considerable progress in bringing together trade union representatives from across Europe in two social care multinationals - Orpea and Korian. Company networks are being built in both organisations while steps have already been taken in Orpea towards setting up a European works council, with the first meeting of the Special Negotiating Body taking place on 25 April. Both companies are French-owned and have expanded rapidly in recent years with subsidiaries now operating in several European countries.

(May 2017) Trade union reps from subsidiaries of the social care multinational Orpea came together in Brussels on 4-5 May to discuss common problems and how to improve coordination and potentially initiate moves to setting up a European works council. Participants debated the pressure of increased workloads and the role of profit-seeking multinationals in providing social care.

(May 2017) Trade unions representing prison workers across Europe met in Brussels on 10 May to discuss a range of issues relating to continuing austerity, collective bargaining and trade union rights. Key issues that emerged during the meeting included the increase in violence against prison staff, problems of understaffing and developing issues around digitalisation and, in some countries, radicalisation of inmates. The meeting was part of a two-year project run by EPSU with the next meeting in December focusing on childcare workers.

(April 2017) The International Labour Organisation has issued new guidelines for multinational enterprises. The revision has added to the longstanding ILO declaration by adding principles addressing specific decent work issues related to social security, forced labour, transition from the informal to the formal economy, wages, access to remedy and compensation of victims. The principles have been agreed with employers, trade unions and governments and set out responsibilities for public authorities.
