The ETUC has welcomed a decision of the European Court of Human Rights as a small but important step forward for trade union rights in Turkey. The case concerned a disciplinary measure taken against a teacher, who held office in a trade union, for taking part in a panel discussion organised by a political party. The Court found that the reprimand imposed on Mr Sezer constituted a restriction of his freedom of association.

Some progress on labour code
Following general elections last year, the new government has taken some steps towards improving the labour code. The code had been changed in 2003 leaving it providing few protections for workers or trade unions. Unfortunately, the revised code still includes unreasonable restrictions on the right to strike, while working hours, maternity protection and compensation for overtime and night work are insufficiently regulated. The Georgian trade union movement was consulted over changes but some key amendments were withdrawn following lobbying by national and international employer organisations
Some progress for care workers
Members of the FNV trade union at the Kwadrant care company have made some progress on their demands for action on jobs and overwork (see epsucob@NEWS no.15). In an initial meeting with management the workers have at least been given a commitment that travel time between clients will be fully paid working time. They will have to wait until 1 October to find out if the company will respond to their key demand not to cut jobs and to tackle the heavy workloads faced by many carers. The union has organised a petition among workers to highlight the problems they face.
