The GPA-DJP services union ran a campaign in the week beginning 16 April urging members to check their pay grades. The union points out that a worker's position on a pay scale normally depends on the occupation, level of qualifications and length of service. However, workers can often be placed on the wrong grade and this could be a particular problem for women workers and contribute to the gender pay gap.

The Forsa public services union is arguing that the current public sector agreement needs to address cost-of-living increases and occupation and grade-specific claims. Recent pay rises have brought pay back to 2008 levels but don't take account of the 6% rise in prices while there is a range of demands from different groups of workers that have not been addressed in earlier negotiations. The FSC-CCOO public services federation organised a protest outside the General Directorate of Public Administration on 15 October in anticipation of a series of one-day strikes by theatre and museum staff. The dispute is over two issues. The first is the demand that museum security staff should be on the E2 pay grade and not the only group of workers stuck on the E1 grade. The second issue relates to access to technical jobs at the INAEM cultural agency and the failure to recognise certain training and qualification. The Sanitas health trade union is asking members to sign up on its website if they support strike action over bonuses, pay and other issues. The union is reacting to Ministry of Health proposals that would impose a cap on bonuses and restrict bonuses for working conditions for technical and administrative staff. The union is also very concerned about proposals to shift social contributions from employers to employees that would effectively wipe out any agreed pay increases. Sanitas also wants action to ensure fair pay levels for different occupations.
