(January 2017) Public services JHL has drawn attention to the evidence showing the benefits of improved well-being at work. The union cites research estimating that sickness absence, accidents at work and occupational diseases cost the economy cost the economy EUR 2 billion a month. Effective measures to deal with these will reduce these costs and boost productivity. The union argues that this is particularly important at a time when health and social service staff are already facing excessive workloads and now also have to deal with a major restructuring of the sector.

Trade unions representing over 430,000 municipal workers have come together to call for a significant pay rise for their members. The unions argue that public sector workers were negatively affected by the competitiveness pact agreed in 2016 with cuts to holiday entitlement. The sector has also seen massive cuts, including job losses, and that a pay freeze would be totally unacceptable. The unions argue that a pay rise is necessary and would mean a major boost for the economy.

The JHL public sector union is preparing for the upcoming round of collective bargaining by surveying members and activists over the key elements for negotiation across the 60 agreements that it covers, most of which expire in January 2018. This time there will be not be a framework agreement negotiated with employers but the union will be in discussion with other members of the SAK confederation with a view to setting some common demands.

The JHL public services union says that it will aim for a flat-rate rather than a percentage pay rise in the upcoming bargaining round as a step towards closing the pay gap between the low and high paid. Another priority for the union is more control for workers over working time and shift work, seen as crucial to improve well-being at work. JHL will also be looking at initiatives to address the cut in holiday bonus in the public sector and action on zero-hours contracts.

In preparation for the upcoming bargaining round where it will be involved in negotiating around 60 agreements, the JHL public services union has underlined the importance of protecting the purchasing power of public sector workers just as much as those in the private sector. Rejecting a call from employers that public sector union pay demands should be moderate, JHL notes that a number of private sector negotiations have led to pay increases of around 3.2% over two years.

The JHL public services union is developing its bargaining claims across 55 national, sectoral agreements and 40 at agency and other levels. Negotiations are already underway in private social services where the union says the priority issues are pay rates and holiday entitlement that fall below public sector levels and excessive use of zero-hours contracts. This is despite the fact that the big private sector employers are making large profits.

With many collective agreements now finalised in the private sector with a going rate of 3.3% over 25 months, attention is shifting to the public sector where unions are looking for higher pay deals for the lower paid and for health and care workers. TEHY and Super, the main unions representing health and social service workers are aiming for an additional 1.8% and a 10-year programme of increases above the average for the technology sector, which is seen as a key benchmark. A new collective agreement covering the 75000 workers in the state sector has been agreed, running 23 months from 1 April 2020 to 28 February 2022. The pay rise over the period will be 3.07% in line with other pay increases in the current bargaining round. The new collective agreement covering 420000 local government workers, including health care was finally agreed at the end of May and runs from 1.4.2020 to 28.2.2022. There will be a pay rise of 1.22% or at least 26 Euro on 1 August this year, followed by a further 1% on 1 April 2021. There is also a sum of 0.8% to be agreed at local level, valid from 1 April 2021. As agreed during the last bargaining round in municipal services, a new collective agreement will apply from 1 September that will cover around 180000 health and social care staff employed by municipalities and joint municipal authorities. The JHL public services union has made clear that in the upcoming pay round it will be seeking pay increases for all the workers it represents across public and private sectors. It argues that moderate pay rises in the public services in the past have been part of a strategy to boost economic growth but now these workers need to benefit from that growth. JHL is also concerned to take further steps to close the gender pay gap and argues strongly that decent wage rises are needed to address staffing shortages.

The Tehy and SuPer trade unions representing nurses and other medical staff have set out plans for strike action to give impetus to the negotiations in health and social services. The two unions want to see positive action on salaries and have set out a five-year rescue programme for the health and social services sector. This includes increases to the basic wage level of 3.6% annually in addition to the normal contract increases that protect purchasing power. Mediation continues to try to resolve the dispute in the municipal sector where unions JHL and Jyty have planned for more strike action from 3 May if mediation fails to deliver a positive result. As of 28 April, the chair of the conciliation committee said that the two side were still far apart on pay and pay development. Meanwhile the SuPer and Tehy health unions cancelled planned strike action that was due to take place from 20 April, although they are continuing their work-to-rule. The Super and Tehy health unions have firmly rejected the settlement proposed by the conciliation committee in the current dispute in local government and health. Meanwhile, the JHL and Jyty municipal services union have endorsed the proposal. The health unions argue that the pay increases on offer are inadequate and simply don’t address the urgent staffing problems in health and social care. The unions are now considering a mass resignation to put pressure on health employers to negotiate a better deal. The Super and Tehy health unions are maintaining their ban on overtime and shift changes following their rejection of the proposed deal for health and local government.
