The FSC-CCOO and UGT-SP federations have confirmed that workers in embassies and other overseas missions will get a 2.5% pay increase backdated to 1 January 2023, in line with the main framework agreement covering public administration. The FSC-CCOO and FeSP-UGT public service federations have ensured that government employees working overseas will be covered by a proper process of collective bargaining. As a first step to address the lack of proper pay bargaining over the past 14 years, the unions have agreed a 3.5% pay increase for all overseas workers backdated to 1 January 2022. Negotiations over a pay rise for 2023 will begin in the first quarter of the year along with bargaining over a range of other issues including telework, the 35-hour week, equality plans and an updating of the 2008 agreement on working conditions.

Workers in public libraries are set to get a 5% pay increase in a new collective agreement running from 1 July 2020 to 1 July 2021. A 3% pay rise will be backdated to 1 January and a further 2% increase will follow in January 2021. There will also be an overtime bonus for part-time workers, abolition of youth pay rates and limits on use of temporary contracts. However, the additional payment for Sunday work will be reduced and unions are unhappy about limited notice of rosters. Latest figures on public sector employment show that the overall level has still not recovered from the impact of austerity with 112100 fewer in public sector employment than in 2011. The data also show the scale of the two major problems facing the sector - a continuing high level of temporary contracts (28.2%) and an ageing workforce. Workers aged under 30 make up only 7% of the workforce with those over 50 accounting for 43.6%. Young workers are also more than three times as likely to be on a temporary contract (78.9%).

Campaigning by the youth section of the FNV trade union has paid off with implementation of a change in the national minimum wage. The adult rate will now be applied from 21 rather than 22. This means 21-year-olds will benefit from the new EUR 9,44 rate, a 45% increase on the previous rate, which was only EUR 6,49. While being delighted with the result the union's youth section is determined to keep up the fight to get right of the other age-related rates so that the full adult rate applies from 18.

The FOA public services union has very much welcomed the significant increases to pay for health and social care assistants and trainees as a result of the recently negotiated public sector collective agreements. While all workers will benefit from the the overall 8.1% increase over three years, specific increases set out in the agreements will mean that health and social service assistants will see increases of 13% over the period and trainees will get pay rises of between 14% and 19%. Public service unions, including Fórsa and SIPTU, have met with the Department of Public Expenditure and Reform for discussions on dealing more rapidly with the problem of pay equity for new entrants to the public service. In the pay changes implemented as part of austerity measures in 2011, two additional points were added to the first two pay grades for new starters. This means that they need two more years to reach the top of their pay grades compared to higher grades. The unions argue that with economic growth and higher tax revenues, it should be possible to tackle this issue in advance

The FSC-CCOO and FeSP-UGT public service federations have called a strike on 16 October involving workers in the government's overseas services. The strike is in protest at the freezing of salaries for the 7000 workers in the service and increasingly precarious employment conditions. The unions say that the strike is necessary as there has been no response to their demands since a meeting a meeting in June and despite a number of other protests and actions so far in 2017.

The European Commission has published its annual review of Employment and Social Developments which has a focus on intergenerational issues. The review notes the slow decline in unemployment but underlines that there remain major problems in some countries around youth unemployment while young workers in employment are more likely to face precarious employment conditions. At the other end of the age spectrum the Commission continues to focus on trends to higher effective retirement ages and the need, as it sees it, to increase retirement ages.

(June 2017) A new report from the CBS statistics office highlights three key trends in the labour market reflecting greater inequality and less security. Overall the percentage of workers on permanent contracts has fallen from 71% to 61% while the labour market is becoming more divided between low-paid, low-skilled jobs and high-paid work, with few jobs in the middle. The report also found more young people and those with basic education are stuck in low-paid jobs with little autonomy or security.

(June 2017) Embassy, tourist office and other international staff around the world are taking strike action to secure pay rises and end a long-term pay freeze that has seen wages in some countries fall to below national minima. Unions are looking for a 20% pay increase, arguing that in some countries inflation has meant a 40% loss of purchasing power for some workers. Action has taken place or is planned in several countries including Canada, Sweden, the United States and Argentina.

(March 2017) The three main confederations - CGIL, CISL and UIL - have negotiated a new labour agreement that covers employees of embassies, consulates, legations, cultural institutes and other international organisations in Italy. The agreement runs for three years (2017-2019) and includes a 3.6% pay increase as well as a new mandatory payment by employers to the FIS Fund which provides benefits in the case of losing a job or having a cut in hours.
