On September 7th, 2023, EPSU met with the European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) to discuss the pressing need for improved coordination of joint firefighting operations.
In the midst of a heatwave and droughts across Europe, firefighters from fifteen countries representing unions affiliated to the European Public Service Unions (EPSU) came together in Stockholm.

With forest fires and flooding posing increasing demands on the fire service, the Fp Cgil public service union has called for employee numbers to be increased to 40000. The union argues that the current complement of 35000 is inadequate with many firefighters working double shifts, longer hours and more overtime. Fp Cgil says that excessive workloads leave workers no time for training and is worried that in the next negotiations the fire service will actually push for longer hours rather than address the staffing shortage. The newly published Guide for Trade Unionists on Adaptation to Climate Change and the world of work identifies public utilities and emergency and other public services as two of the sectors in the EU to be most impacted by climate change.
The STAL and STML trade unions that represent firefighters organised a national protest in Lisbon on 3 December to challenge the government over changes to the statutes that regulate pay and conditions in the sector. The trade unions had already registered their anger with the government over its failure to negotiate with them. The government did agree to meet the unions but they rejected its proposals for change because they threatened to undermine firefighters' pay, pensions and career progression.
