The FSC-CCOO and FeSP-UGT public service federations have ensured that government employees working overseas will be covered by a proper process of collective bargaining. As a first step to address the lack of proper pay bargaining over the past 14 years, the unions have agreed a 3.5% pay increase for all overseas workers backdated to 1 January 2022. Negotiations over a pay rise for 2023 will begin in the first quarter of the year along with bargaining over a range of other issues including telework, the 35-hour week, equality plans and an updating of the 2008 agreement on working conditions.

The three public service federations – Fp-Cgil, Cisl-Fp and Uil-Fpl – have negotiated a new collective agreement covering 430,000 workers in local government. Workers will see pay rise by 4%-5% with the higher increases for the lower paid. There are improvements to the system of career progression and changes to the salary table. There will be new rules on remote work and a strengthening of the industrial relations system, particularly with regard to local bargaining. The SKVNS trade union has signed a new collective agreement in the municipal sector that will deliver a 5% pay increase, reimbursement of travel-to-work costs on public transport, 100% allowance for work on holidays and extra time off for parents. Meanwhile the SPGS firefighters’ union is planning a 48-hour strike on 30 June in protest at the government’s failure to engage in any proper social dialogue over a period of more than 14 months. The union wants to negotiate a collective agreement but also wants a guarantee that the government will also implement existing commitments.

The Kommunal municipal workers' union has negotiated a new agreement covering part-time firefighters which includes significant improvements in pay and allowances that acknowledge the importance of this group of workers and the massive demands made on them recently as a result of widespread forest fires. There is a 30% increase for those working additional shifts, equivalent to SEK 1475 (EUR 137) a week. There is also extra pay for those on call during summer months and higher pay for longer shifts. There is also 5% addition on the extra payment for their first hour of work.

The health conference of the vpod public service union has called for action to tackle the stress, long working hours, involuntary part-time work and low pay in the sector which is part of the persistent discrimination faced by women workers. The union wants to see a revaluation of pay of health and care jobs to recognise the arduousness and increased responsibilities of many occupations. Vpod is also calling for major improvements to work-life balance, reductions in working time, better shift planning, possibilities for retirement from 60 and provision of necessary training. Firefighters, members of the STAL and STML trade unions, took strike action from 18 December to 2 January in protest at government plans to change the statutes covering their pay, retirement and other conditions. The unions not only reject the proposed changes but are angry that the government aimed to implement them without any consultation or negotiation with the unions. The unions have made a series of demands related to protecting basic pay and ensuring appropriate payments for on-call and overtime work as well as allowances for dangerous and arduous conditions. Municipal workers' union Kommunal has negotiated a new two-year agreement with private care providers which includes general pay increases, additions for low-paid workers and several provisions on working time. The agreement follows the main municipal deal that provided for increases of 2% in 2018 and 2.3% in 2019 but in companies where average pay is below SEK 24000 (EUR 2330) a month in 2018 and below SEK 24480 (EUR 2380) in 2019, increases will be implemented as flat-rate amounts of SEK 490 (EUR 47) in 2018 and SEK 563 (EUR 55) in 2019. The FP CGIL trade union has signed a new collective agreement covering firefighters which has important provisions for a general pay rise, increased overtime pay and increased payments recognising the arduousness of the occupation. With these key pay-related elements agreed, the union says that negotiations will now move on to deal with a wide range of other employment conditions covering health and safety, provisions for firefighters who can no longer manage active service, training, insurance against occupational accidents and diseases as well as the overall organisation of the service.

(March 2017) The three main confederations - CGIL, CISL and UIL - have negotiated a new labour agreement that covers employees of embassies, consulates, legations, cultural institutes and other international organisations in Italy. The agreement runs for three years (2017-2019) and includes a 3.6% pay increase as well as a new mandatory payment by employers to the FIS Fund which provides benefits in the case of losing a job or having a cut in hours.
