Public sector unions have welcomed the outcome of negotiations with the employers and government which have delivered a package of pay-related measures backed with DKK 6.8 billion (€910 million) of funding. The FSC-CCOO and UGT-SP federations have confirmed that workers in embassies and other overseas missions will get a 2.5% pay increase backdated to 1 January 2023, in line with the main framework agreement covering public administration. They have also secured a guarantee to negotiate a new salary revision later in the year, in the event of an increase for other public administration staff. The FSC-CCOO and FeSP-UGT public service federations have ensured that government employees working overseas will be covered by a proper process of collective bargaining. As a first step to address the lack of proper pay bargaining over the past 14 years, the unions have agreed a 3.5% pay increase for all overseas workers backdated to 1 January 2022. Negotiations over a pay rise for 2023 will begin in the first quarter of the year along with bargaining over a range of other issues including telework, the 35-hour week, equality plans and an updating of the 2008 agreement on working conditions.

The FNV trade union is warning that government funding plans for prison services will have a major negative impact on staff and inmates. A recent report by consultants PwC says that an additional €398 million is needed to adequately finance services over the next 10 years. In response the government says it does not want to invest more than €170 million and so is effectively proposing a cut of €200 million. The FNV argues that the government approach will have serious implications for work pressure and safety. The union says that there have been staff shortages and high workloads for years

The Publisind trade union federation organised a protest rally on 17 August outside the Ministry of Labour to highlight a range of issues relating to the pay and pensions of its members in prisons and police services. The union is angry that a key law on salaries has not been fully implemented and is calling for a 15% pay rise for prison and police staff. The union points out that its members were essential to the efforts to tackle the COVID pandemic with many staff working very long hours to try to maintain services in the face of staff shortages of around 25%.

Prison sector unions have called on the government to immediately restart negotiations over pay following the latest of six days of strike action which have had strong nationwide support from prison workers. The unions began the action following the new socialist-led government's withdrawal of funding for a pay increase. The unions now want to see bargaining restart and have been critical of the authorities for aggressive tactics in the policing of pickets and demonstrations around the country.

The trade unions representing prison workers, including EPSU affiliates ACAIP-USO, FSC-CCOO and FeSP-UGT, are continuing their strike action over pay despite attempts by the prison service to get the action declared illegal. The unions reported massive support for the first two days of strike action on 25-26 October. Further action had already been planned for 10-13 November but the unions had to counter the legal challenge by the employers and so have agreed that the next four days of action will run from 17-20 November.

EPSU's affiliates in the prison services - FSC-CCOO, FeSP-UGT and ACAIP-USO - began their planned six-day strike campaign on 24 October. The unions are calling on the government to abide by its commitment to fund pay increases in the sector that are needed to deal urgently with staff shortages and to address the question of major pay disparities in different institutions. The strike action follows a long period of campaigning, lobbying and negotiating and the unions have agreed that further strikes will take place on 26 October with a further four days in November (6, 8 13 and 15).

Prison sector unions are planning a series of 24-hour strikes beginning on 24 October in protest at the withdrawal of a pay offer by the prison service. The unions have been campaigning together for several years to secure improved pay as a key measure to tackle staff shortages in the sector. The FNV trade union for prison staff has called for an urgent meeting with prison service management to discuss the implications of a new report on staffing, safety and treatment of inmates. The union believes that the report, "Out of Balance", by the Justice and Security Inspectorate provides further evidence of its concerns over excessive workloads and inadequately trained staff. The union now wants the prison service to discuss permanent measures to tackle these problems building on the temporary arrangements that were agreed last year by the justice department and central works council.

The FSC-CCOO and FeSP-UGT public service federations have called a strike on 16 October involving workers in the government's overseas services. The strike is in protest at the freezing of salaries for the 7000 workers in the service and increasingly precarious employment conditions. The unions say that the strike is necessary as there has been no response to their demands since a meeting a meeting in June and despite a number of other protests and actions so far in 2017.

(March 2017) The three main confederations - CGIL, CISL and UIL - have negotiated a new labour agreement that covers employees of embassies, consulates, legations, cultural institutes and other international organisations in Italy. The agreement runs for three years (2017-2019) and includes a 3.6% pay increase as well as a new mandatory payment by employers to the FIS Fund which provides benefits in the case of losing a job or having a cut in hours.
