Trade unions reported a high level of support for the national one-day strike in public administration and other public services on 26 October. The unions are determined to continue their campaign to end the pay freeze that various governments have imposed since 2009 and to unfreeze career progression. In the meantime, there has been further action in the health service, with workers in technical diagnostic and therapeutic services involved in a 24-hour strike on 29 October over the pay structure, pay increase, career development and working time.

The Frente Comum and FESAP federations of public service unions are planning national strike action on 15 February with FESAP unions also mobilising on the 14th. The unions have a broad range of demands on the government leading with the priority of ending the long-running pay freeze and tackling low pay. They also want government commitments on pensions, career progression and an end to precarious employment. The unions further underline the need to invest in quality public services rather than undermine them through privatisation.

Public service unions report very high levels of support for the national strike action on 14-15 February. All sectors of the public services were affected and this gives strength to the unions' claims to end the 10-year pay freeze and to address a wide range of other issues including career progression. The FESAP and Frente Comum federations of public sector trade unions are planning strike action on 20 March in protest at the pay increase implemented by the government which is worth only 0.3% for most workers. The FESAP federation is also planning a number of other initiatives including testimonies of individual workers about the difficulties they face as a result of the long-term pay freeze and low increases that they have suffered. These will be sent to the government. A national action is also planned for 19 March and conference on the future of the public service on 30 March.

Health workers across Portugal took strike action on 1 July over a range of issues, not least pay increases to protect purchasing power. The SINTAP trade union highlights some of the key demands that include major issues relating to careers and career development, subsistence allowances, ensuring that all workers are on the single employment contract and strengthening the National Health Service in terms of both finance and staffing. Members of the STAL municipal services union took strike action on 1 August in protest at the failure of the Braval waste company to increase pay in the face of soaring inflation. The publicly-owned company provides waste services across a range of municipalities in northern Portugal. The union says that there has been no pay increase for two years and it is calling for a minimum increase of €90 for all workers. It also wants the company to abide by the collective agreement particularly in relation to career progression and wage development.

The STAL municipal service union organised a two-day strike across the FCC Environment waste group on 15-16 August. The union says that the company is refusing to negotiate on pay, claiming that its financial situation prevents it from offering a pay increase to workers. The union says that urgent action is needed to tackle low pay and the impact of inflation and wants to see a minimum monthly increase of €90, along with negotiations on better working conditions and health and safety and a consistent approach across the whole company.

After a month of strike action, the Fagforbundet, Delta and education trade unions have been able to secure an agreement with the PBL private childcare employers’ organisation on new pension arrangements. Workers will be able to build up a lifetime contractual pension from 1 January 2025 which will be comparable to that available to municipal employees. In addition, the percentage rate paid by employees for their own occupational pension will be reduced from 3% to 2.5% per cent in 2023, then down to 2% per cent when the new scheme is established. The employer's share is increased accordingly.

Following their industrial action at the end of June, the STAL and FIEQUIMETAL trade unions have called a 24-hour strike across the AdP water company in response to an inadequate 1.2% general pay offer from the employer. This would be the only pay rise since 2009 apart from a €20 increase in 2018. The unions are calling for an €120 increase on monthly salaries and a minimum wage of €900. They have a range of other demands including full and effective implementation of the collective agreement, setting up of a new career system, payment of an allowance to cover difficult and dangerous jobs

The STAL trade union is mobilising members in three separate disputes involving workers in parks and gardens, waste and municipalities. A four-day strike began on 3 August at the publicly-owned PSML company that maintains major buildings, parks and gardens in Sintra. The dispute is over a range of issues including deregulation of work schedules, integration into the pay system and allowances for employees who work in remote areas. Workers at the national water company, AdP, took strike action on 11 June over pay and long-standing problems with working conditions. The STAL trade union reported very high levels of support for the action with workers angry that company profits and investments have been increased while the situation for employees has deteriorated. The union is call for a €90 pay increase and minimum wage of €850; new measures on careers and professional development that value ​​and recognize the knowledge, experience and commitment of workers; a progressive reduction of working hours to 35 hours a week

The STAL local government union has called for a national strike on 20 May to support a range of key demands on pay and employment conditions. The union says that local administration workers have not had a decent salary increase for over 10 years, on average seeing an almost 10% loss of purchasing power since 2010. The union is calling for a €90 for all workers and action on career development. Trade unions in the Frente Comum federation of public service unions were due to go ahead with a day of strike action on 12 November despite the national budget for 2022 being voted down and the calling of a snap election for the end of January 2022. The mobilisation of workers in the EGF waste company on 18 December, reported in the EPSU Collective Bargaining Newsletter last month, was followed up with a 48-hour strike on 28 and 29 December. The action is part of a campaign by the STAL trade union to secure an increase in pay, payment of a supplement for risky and arduous work and a collective agreement. The STAL trade union and other federations in the CGPT-IN confederation took part in strikes and protests on 9 February in support of their claims for increased pay and other improvements to working conditions. For STAL this was part of series of actions in the first half of February. The SEP nurses organisation also joined the action on the 9th which fell in the middle of a series of strikes being carried out by the union to support its demands for improvements to career development in the health service.
