(May 2017) The FNV and NU'91 trade unions have negotiated a new collective agreement covering 80000 workers in the mental health care sector. The agreement runs from 1 March 2017 to 1 July 2019 and includes a 4% pay increase - 1.65% this year and 1.88% next year with an extra 0.25% coming in end-of-year bonuses. The agreement also includes measures to address problems of overwork and long working hours with a checklist to assess the health impact and sustainability of workers' rosters. There are also measures to improve the provision and scope of training.

The FNV trade union has welcomed a new two-year agreement covering 7000 workers in the waste and environment sector. Pay will increase by 6% over the two years but with a EUR 900 flat-rate increase in the second year it will mean that lower paid workers will see wages rise by 7.5%. There is also a commitment to provide permanent contracts for 360 temporary workers, to reduce hours for older staff while taking on young workers and paid partner leave at the birth of a child will now be a minimum of four weeks. The FNV trade union has negotiated a new collective agreement with Fokus, a provider of care for people with disabilities, with 2400 employees. The one-year deal includes a 2.8% pay increase from 1 January and special provisions for older workers to reduce their hours. Those within four years of pensions age can reduce their hours by 20% with a pay reduction of only 10% and the employer will ensure their pension contributions remain at the previous level. The FNV trade union has negotiated a new two-year collective agreement covering 80000 workers in the childcare sector. The agreement is backdated to 1 January 2018 and includes a pay rise of 5.25% over two years with 2.25% paid from 1 July this year along with a lump sum payment of EUR 185. Many workers in the sector work very few hours and are expected to be available to work at short notice. The agreement includes important provisions to regulate this with an extra day of work for those not working full-time and minimum two weeks' notice of work schedules. After a range of protest actions and difficult negotiations the FNV and other trade unions are putting forward a new collective agreement covering 118000 civil servants for approval by their members. The agreement will run from 1 January 2018 to July 2020 and include pay increases of 3% on 1 July 2018, 2% on 1 July 2019 and 1% on 1 January 2020. With a one-off payment of EUR 450 on 1 January 2019, the deal is worth around 7%. There are various other measures included that cover employability, options on leave and an individual budget arrangement that allows choice between holidays and bonuses.

A new collective agreement covering 9000 maternity nurses has been agreed by the FNV and NU'91 unions with a 5.75% pay rise over two years along with 10% increases for those in their first and second years in order to make the sector more attractive to young workers. Pay will be increased in four stages: 1% (backdated to April 2018); 1.5% (October 2018); 1.5% (January 2019) and 1.75% (May 2019). Water board employees have voted to accept a new collective agreement that includes a 3.5% pay increase backdated to 1 January this year with a further 3.25% rise as of 1 April 2019. The deal also includes a EUR 500 lump sum payment and changes to the individual choice budget worth a further 0.75% of salary. The individual choice budget allows workers to choose how they take improvements in pay and conditions - for example through increased leave or other benefits. The FNV trade union will also be talking to management about performance-related pay.

Workers at University Medical Centres (UMC) are involved in a series of actions to push for a new collective agreement, including a 3.5% pay increase and measures to reduce excessive workloads. Negotiations have been stalled since the end of May and members of the FNV and NU'91 unions have organised demonstrations and worked-to-rule to underline the strength of feeling to employers. The latest collective agreement covering 89000 workers in the mental health sector includes a 8.38% pay increase over 2.5 years (3% in October 2019, 3% in August 2020 and 2.1% in June 2021). Workers will also get a EUR 500 lump sum payment. The agreement includes a number of measures to address training needs and a 7% higher starting salary to attract new workers to the sector. There will also be measures to address stress-related sickness and employees who work in particularly intensive care situations will get an extra 16 hours of leave.

Workers in the nursing home and home care sector are covered by a new collective agreement running from 1 July 2019 to 31 August 2021. There will be a 3.5% pay rise by 1 June 2020 followed by a 3.0% increase on 1 July 2021. An increase in the end-of-year bonus has been brought forward and workers will get a full 13th month salary this year. The agreement also includes a commitment to have 90% of all employees in the sector on permanent contracts. Following industrial action and the first ever national hospital strike, trade unions have negotiated a new 27-month collective agreement that includes a 5% pay increase from 1 January 2020 and a further 3% from 1 January 2021. Around half of hospital employees work irregular hours and they will benefit from a new allowance which will add a further 2.5% to their pay. All employees will also get a EUR 1200 pro rata lump sum. The FNV trade union has again criticised the failure to provide adequate personal protective equipment and COVID-19 testing for health staff. The unions says that at least nine health workers have died as a result of the virus and that measures still need to be taken to ensure that safety is prioritised.
