The three main unions representing the 20000 employees of the ANPAS non-profit national emergency and social assistance organisation have negotiated a new collective agreement covering the period 2017-2019. The three health federations - FP CGIL, CISL FP and UIL FPL - have said they will mobilise workers and the community to prevent the threatened outsourcing of nursing and auxiliary jobs at the Umberto I university hospital in Rome. The federations have strongly condemned the proposal that could affect 700 workers, including nurses who work in intensive care and specialist departments most of whom have been at the hospital for many years. The FP CGIL trade union has signed a new collective agreement covering firefighters which has important provisions for a general pay rise, increased overtime pay and increased payments recognising the arduousness of the occupation. With these key pay-related elements agreed, the union says that negotiations will now move on to deal with a wide range of other employment conditions covering health and safety, provisions for firefighters who can no longer manage active service, training, insurance against occupational accidents and diseases as well as the overall organisation of the service.

Trade unions are positive about the new collective agreement they have negotiated for the 560000 workers in local and regional government. After central and local government, the public health agreement covering 550000 has been the next to be signed by the FP-CGIL, CISL-FP and UIL-FPL trade union federations. The unions say that the agreement includes a number of important improvements including a pay rise of up to EUR 95 (average EUR 85) a month and provisions covering leave and training. But the agreement is seen as a first step in future negotiations that will aim to compensate workers for the freeze on pay and conditions over the past 10 years.

Public services federations in CGIL, CSIL and UIL, representing also workers in third sector social services have negotiated a new agreement with the ANFFAS organisation that represents employers providing disability services. The agreement includes several new features - strengthening trade union relations, improving rules on working hours and sickness, extension of the right to training, improvements to parental leave and work-life balance and measures to restrict flexibility such as a limit on fixed-term contracts. There have been two important developments covering health workers. The first is a new collective agreement after 10 years covering around 130000 doctors and managers in the national health service. The new agreement includes the EUR 200 a month increase enjoyed by public service workers in general but there are additional benefits for young doctors and additional payments linked to length of service. The agreement runs for three years (2017-2019) and includes a 3.6% pay increase as well as a new mandatory payment by employers to the FIS Fund which provides benefits in the case of losing a job or having a cut in hours.

The public service federations - Fp Cgil, Cisl Fp and Uil Fpl - have signed a new three-year agreement with the Red Cross, running until 2022. The overall pay increase will be around 4.5%, with the increases of €23,56, implemented on 1.12.2020, 1.12.2021 and 1.9.22. Fourteen years after the last agreement expired and with a national strike threatened for 12 June, the three public service federations – Fp Cgil, Cisl Fp and Uil Fpl – finally pressured the employers – Aris and Aiop – to sign a new deal covering around 100,000 workers in private healthcare.
