A new report from the ETUI identifies more than 70 carcinogenci substances which, it argues, should be subject to binding exposure limits under European legislation. The report says that a significant reduction in worker exposure levels is urgently needed and that the lack of adequate prevention in the workplace is currently causing more than 100,000 cancer deaths each year. EPSU has joined with the PSI, ETUC, ITUC and other labour movement organisations in calling for an International Labour Organisation Convention against gender-based violence at the workplace. The call comes on the United Nations’ International Day for the Elimination of Violence against Women, which takes place on 25 November every year. A draft text is under discussion and could be agreed at the ILO conference next year although the ETUC has concerns that some European governments are trying to get the text watered down.

EPSU has launched a legal case against the European Commission and is now waiting for the first formal response. EPSU has taken the case because the Commission refused to submit to the European Council the information and consultation agreement signed in the Central Government Administrations social dialogue in December 2015. Despite signing the European Pillar of Social Rights and making positive statements about social dialogue, the Commission has failed to act to provide important rights to 9.8 million central government workers that are already enjoyed in the private sector. The ETUI research organisation has published a new report and issue of its health and safety magazine, HesaMag, that both cover the risks of workplace cancers. As many as 100000 deaths a year are linked to workplace carcinogens but it is not just hazardous substances that are of concern. The ETUI publications also cover other risks such as night work which has been linked to higher risk of breast cancer with some specific cases affecting hospital staff. On 17 December the European trade unions and employers in central government administrations signed guidelines on tackling violence and harassment. This extends coverage to 8.9 million public employees and civil servants in addition to the millions of workers who are already covered by the guidelines adopted in 2010 in local and regional government, hospitals, education, commerce, and private security. The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. The European Commission has informed the social partners in central government administrations that it will not propose their information and consultation agreement to the European Council for implementation as a Directive. This is a major blow to the trade unions and employers in the sector who signed the agreement in December 2015 specifically with a view to having it implemented as a Directive and to fill a gap in existing information and consultation legislation at European level.

The European Commission has launched a consultation of the social partners over future revisions to the directive on carcinogens and mutagens. This consultation covers substances that should be covered by the directive and specific exposure limits as well as questions as to which substances might need to be added. The social partners have until the end of September to respond and to indicate if they are willing to negotiate on the directive.

(May 2017) The revised labour code has been a major issue of debate in Lithuania for the last three years. The ETUI research organisation has just published a an update on this and other labour market, industral relations and pensions developments in the country. This is part of the ETUI's Reform Watch website covering all EU Member States.

(June 2017) The IPSO trade union that organises staff at the European Central Bank (ECB) mobilised staff for a demonstration on 7 June in protest at the ECB's long-term use of temporary contracts for staff doing permanent work. IPSO has been pushing for some time now for the Bank to end this practice where some workers have been employed for over five years, in some cases over 10 years, on renewed contracts. In the latest action IPSO also raised objections to the ECB's plans to outsource some services, starting with IT. EPSU sent a message of support.

(June 2017) The ETF European federation for transport workers has reacted angrily to recommendatoins from the European Commission in its "Open and connected Europe" document on the so-called service continuity, including measures affecting the right to strike of air traffic control staff. The federation believes the measures infringe the EU Charter of Fundamental Rights and says it reserves the right to challenge them in the European Court of Justice. The European social partners in central government have worked together to produce the first guide to tackling psycho-social risks in the sector. Budget cuts, restructuring, intensification of work, digitalisation and violence at work have all contributed to increasing the pressures on central government workers. The guide proposes a range of measures and above all timely and effective information and consultation in order to address the problem. The guide, summary, background research and video are available in a range of languages.

On the final day of its centenary conference the International Labour Organisation agreed a new Convention, the first since 2011, against violence and harassment at work. The Convention defines “violence and harassment” as behaviours, practices or threats “that aim at, result in, or are likely to result in physical, psychological, sexual or economic harm.” The Convention covers anyone at the workplace including interns and volunteers and has a broad definition of what constitutes the workplace. There is an accompanying Recommendation which sets out how the Convention should be implemented.

The ETUC has call on the next European Commission to introduce a legislative instrument that recognises this increased risk to workers of increasing temperatures and provides a framework for protecting workers. The ETUC argues that weather conditions do not respect national borders and so European action is required. Other parts of the world have legislation but Europe has no binding law on safe maximum working temperatures. The ETUC says that currently maximum (and minimum) permissible working temperatures vary widely across different Member States and across sectors and companies.

(May 2017) Trade unions representing prison workers across Europe met in Brussels on 10 May to discuss a range of issues relating to continuing austerity, collective bargaining and trade union rights. Key issues that emerged during the meeting included the increase in violence against prison staff, problems of understaffing and developing issues around digitalisation and, in some countries, radicalisation of inmates. The meeting was part of a two-year project run by EPSU with the next meeting in December focusing on childcare workers.
