Public service unions take stand on pay
The FESAP federation of public service unions, including the SINTAP trade union, has written to the prime minister calling for a state budget in 2023 that would allow for pay increases across the public sector and a wide range of improvements in other employment conditions. Alongside the need to address the scourge of low pay across the public sector, especially for workers with long service, the federation also wants action on career development, precarious contracts and health and safety – all measures it says are necessary to address staff shortages. Local government workers join protest over pay
The STAL municipal workers’ union joined others in the Common Front group of public service unions in a national demonstration on 20 May in Lisbon. The main call was for government action to protect the purchasing power of workers in public administration. The unions argue that 12 years of wage stagnation has seen purchasing power fall by 15.4% and that the proposed pay increase of 0.9% for this year will again mean a significant cut in real pay as prices of food, energy and fuel surge. Region votes for minimum wage as health workers take action
Public services union vpod/ssp has welcomed the referendum result which means that the Basel city region will implement a minimum wage of CHF 21 (EUR 19.20) per hour. The regional government will have to implement the result, including in public companies. The vpod says that the region pays some of its employees below the subsistence level, even though it supported the introduction of a minimum wage. The regional government must now start talks with the vpod’s Basel region and other social partners in order to implement the initiative quickly. The union argues that it is not just wages below
National strike in local administration
The STAL local government union has called for a national strike on 20 May to support a range of key demands on pay and employment conditions. The union says that local administration workers have not had a decent salary increase for over 10 years, on average seeing an almost 10% loss of purchasing power since 2010. The union is calling for a €90 for all workers and action on career development. It also wants to see the end of the SIADAP performance evaluation system that has led to stagnating salaries for more than 75% of workers. The Common Front of the Public Administration Unions has announced a national day of action on 20 May to push the government to respond to its key collective bargaining demands for 2021. The unions are calling for a EUR 90 increase for all workers and a minimum salary of EUR 850 a month. They also want action to improve career development and the revocation of the SIADAP performance management system.
Union takes pay protest to parliament
The STAL local government union has organised a march and demonstration outside parliament for 23 October. The union wants the government to ensure that the 2021 budget includes funding for key measures on pay. The union has four main demands - a EUR 90 increase for all workers; implementation of an allowance for dangerous and arduous work; changes to the pay structure to abolish pay levels that fall below the national minimum wage; and reinstatement of compensation payments for accidents at work. School workers mobilise over low pay and precarious work
Non-teaching staff at schools across the country took strike action on 21-22 March with support increasing on the second day and many schools closing. The unions are calling for action on low pay noting that with the recent increase in the minimum wage new workers are now often earning as much as staff with 20 years' service. The unions want to see a proper career structure put in place and measures to reduce precarious employment in order to recognise the contribution that these workers make to the education system.
Union makes series of demands to tackle gender discrimination in health
The health conference of the vpod public service union has called for action to tackle the stress, long working hours, involuntary part-time work and low pay in the sector which is part of the persistent discrimination faced by women workers. The union wants to see a revaluation of pay of health and care jobs to recognise the arduousness and increased responsibilities of many occupations. Public sector unions take strike action
National strike action across the public sector took place on 14-15 February as unions pushed the government to end its austerity measures that have taken a toll on public service workers. Unions in the FESAP federation took action over the two days while the Frente Comum group of unions joined on 15th. The unions have some common demands, particularly the urgent need to end the pay freeze and provide a pay increase for all public service workers. Other demands covered career progression, training and action to tackle precarious employment. EPSU sent solidarity messages.
National action across public services planned for mid-February
The Frente Comum and FESAP federations of public service unions are planning national strike action on 15 February with FESAP unions also mobilising on the 14th. The unions have a broad range of demands on the government leading with the priority of ending the long-running pay freeze and tackling low pay. They also want government commitments on pensions, career progression and an end to precarious employment. The unions further underline the need to invest in quality public services rather than undermine them through privatisation.
Firefighters' unions organise protest over pay and conditions
The STAL and STML trade unions that represent firefighters organised a national protest in Lisbon on 3 December to challenge the government over changes to the statutes that regulate pay and conditions in the sector. The trade unions had already registered their anger with the government over its failure to negotiate with them. The government did agree to meet the unions but they rejected its proposals for change because they threatened to undermine firefighters' pay, pensions and career progression.
Water workers mobilise for 24 April strike
Workers in the Aguas de Portugal water company have been meeting across the country to ensure strong support for the strike action planned for 24 April. The action is over a number of major issues including low pay, career development, working time and reasserting the right to collective bargaining. Local government union STAL says that pay levels for some workers are intolerable with some on rates as low as EUR 586 a month and about 700 workers on less than EUR 750 a month.
