The Fagforbundet trade union has secured another legal victory against a care company cutting employment costs by misclassifying workers as self-employed. Three of the union's members in the private care company Recoveryakademiet have been awarded NOK 7 million (€600,000) in back pay (salary, overtime and holiday pay). The three, classified as “consultants” by the company, worked for several weeks without a legal working hours scheme being established, and were therefore paid much less than they were entitled to. Alongside action by the CGIL and UIL confederations, the CISL trade union confederation is planning a national protest in Rome on 25 November over the government’s budget for 2024 and its refusal to engage with the trade unions. Together with demands for increased funding for public services, CISL wants to see action on staffing and measures to reduce precarious work. It also wants the government to commit to negotiating new collective agreements in the public sector. The mobilisations by UIL and CGIL continue with regional stoppages planned for 24 and 27 November and 1 December.

In three separate disputes, members of the Fórsa and SIPTU trade unions have voted in favour of industrial action. In the ambulance service, SIPTU members voted with a 95% majority to back industrial action following the refusal of management to implement a restructuring plan that had been negotiated with and was fully supported by the union. Meanwhile, SIPTU members in the water sector will take strike action on 7 June unless there is a guarantee that their local authority pay and conditions will be protected when they transfer to a new employer, Uisce Éireann, a new standalone public utility

Public service federations in the CCOO, FeSP-UGT along with ELA and other trade unions coordinated strike action across public services in the Navarra region on 15 February. The unions are calling for increased funding for regional government to guarantee quality, universal and free public services for all. They are also seeking an increase in pay to begin to recoup the 20% loss in purchasing power over the past decade. The FNV and NU’91 trade unions have rejected what the NVZ hospital employers have suddenly claimed is their final offer in the negotiations covering 200,000 health service workers. The offer is for a pay rise of 13% over two years but implemented as 5% in February 2023, 5% in December 2023 and 3% in September 2024. This not only falls below the unions’ call for an immediate 10% increase but FNV and NU’91 also strongly reject the employers’ proposals on allowances related to travel and short-notice shift changes. The ETUC has welcomed the vote in the European Parliament’s Employment Committee to support legislation on workers in digital labour platforms. The ETUC says that delivery riders, cab drivers, content creators, programmers, click-workers, engineers and carers are among 28 million workers who would benefit from the provisions in the Employment Committee’s report. If passed as a directive it would mean an end to the system of false self-employment used by platform companies to cut costs at the detriment of workers’ pay and conditions, giving workers the right to a proper employment contract. Members of the STAL trade union employed by two waste companies – the private FCC Environment and municipally-owned RdN – took strike action between Christmas and the new year. Workers in both companies are seeking a 10% pay rise with a minimum monthly increase of €100 and minimum wage of €850 a month. In addition, the main claim at RdN is for all workers on temporary contracts to be made permanent.

The FSC-CCOO, FeSP-UGT and other unions in the ministry of justice in Spain have been protesting to demand negotiations over the impact of legislation on organisational efficiency in the justice sector. The unions coordinated a demonstration outside the ministry on 22 November to highlight their concerns that the law doesn’t guarantee rights in relation to mobility, promotion, remuneration and other labour issues and that it poses a risk to jobs and the quality of service. Trade unions Fagforbundet, NTL and Creo working with the LO confederation are in negotiations over a pension scheme for the culture sector. This follows last year’s strike where the unions achieved a commitment from the employers for a hybrid scheme that ensured payments for life and equal treatment of men and women. The main sticking point is that the Spekter employers’ organisation is talking about a defined contribution scheme but the unions argue that this will make it impossible to determine what individuals will actually get at retirement.
