The FNV and other trade unions have suspended their industrial action and mobilisations in the youth care sector pending negotiations on the basis of an improved pay offer from the employers. This involves a pay increase of 8% on 1 January 2024 and 1.25% on 1 July 2024 with an additional lump sum of €400. There would then be a 3% increase for 2025 and inflation compensation to a maximum of 2.25%, if inflation is higher than 3%. The minimum wage will rise to €15 per hour and the working-from-home allowance to €3 per day. This compares to the previous offer of a 6.7% increase and additional 2%

The FNV and NU’91 unions have called a national day of industrial action across the hospital sector on 16 March when only a Sunday service will be provided. The unions are demanding a 10% pay increase in response to the surge in the cost of living and as one measure to help deal with the staffing crisis. The NU’91 also is also organising a broader campaign on the crisis in care with a demonstration in Utrecht on 9 March where it encouraged everyone to wear black and then to back its “every Tuesday in black” campaign.

Workers in over 50 hospitals are set to take part in industrial action this month as unions, including the FNV and NU’91, put pressure on the employers FBZ employers’ organisation to come up with a decent pay offer. The unions will be organising a “Sunday service” on the day of protest in support of their claim for a 10% increase for the 200,000 employees in the sector. They are also calling for improved travel allowances and greater control over work schedules. The FNV is taking further action in support of its demand for a 12% pay rise in the municipalities sector. A six-day strike by refuse collection staff in Rotterdam was set to begin on 15 February and a national demonstration was organised in Utrecht. The union has rejected as wholly inadequate an offer from the employers that would have delivered only 5% in February 2023 and 3% in April 2024. Meanwhile, action may follow in the hospitals sector if the NVZ employers’ organisation fails to meet a deadline to come up with a better pay offer. The FNV and NU’91 trade unions have rejected what the NVZ hospital employers have suddenly claimed is their final offer in the negotiations covering 200,000 health service workers. The offer is for a pay rise of 13% over two years but implemented as 5% in February 2023, 5% in December 2023 and 3% in September 2024. This not only falls below the unions’ call for an immediate 10% increase but FNV and NU’91 also strongly reject the employers’ proposals on allowances related to travel and short-notice shift changes. The FNV trade will launch a campaign of industrial action across local government on 24 January in response to the employers’ failure to come up with an improved pay offer. The union is looking for an increase of 12% and general compensation for inflation but the employers offered only an increase of 5% in February 2023 and 3% in April 2024. The action will begin with a two-day stoppage by waste workers in Almere near to Amsterdam. Action will also follow in Tilburg and Rotterdam and at the end of the month in Amsterdam. The collective agreement in the sector covers around 187000 workers.

The FNV and other unions that organise in the eight university medical centres (UMCs) are planning a third day of industrial action on 25 November unless the employers show willingness to re-open negotiations over pay, workloads and staffing. This will be the third day of action in the UMCs that employ around 80000 workers. The employers have said that they will negotiate over allocation of the extra €60 million of funding for pay provided by the government. However, the unions argue that even with the additional money this would still leave a below-inflation pay rise for the next three years

The FNV trade union’s campaign for urgent action on workloads in childcare has been stepped up with some regional mobilisations cancelled in order to concentrate on a national strike on 8 July. The union is angry that calls for increased staffing and reduced numbers of children per worker have fallen on deaf ears and the employers have offered nothing to address the problem.

The FNV, NU'91 and other unions representing hospital workers organised the first ever day of national industrial action in the sector on 20 November. Workers in 119 institutions took part, delivering the equivalent of a Sunday service but maintaining emergency provision. The unions are trying to put pressure on the employers to deliver a new collective agreement that addresses pay, workloads, pensions and work-life balance issues. There was also a national event in Utrecht where a petition was delivered to the head of the employers' organisation. EPSU sent a solidarity message.

Health unions FNV and NU'91 report that very high levels of support are building for the first ever national hospital strike set for 20 November. The unions initially expected action to be organised in around half of hospitals and clinics but the level of anger among workers means that strike action in non-urgent services is being planned in over 90% of institutions. The unions are looking for a 5% pay increase for 2019 and additional payments for workers who are called in to work at short notice (see EPSU Collective Bargaining News 20, October).
