Members of public sector unions have voted by a large majority to accept the pay agreement negotiated earlier this year. The agreement runs from 1 January 2024 to 30 June 2026 and provides for pay improvements worth 9.25% but because of flat-rate elements this rises to 17.3% for lower paid workers. This agreement also provides specific provisions for local bargaining, which will give trade unions the scope to negotiate up to an additional 3% of pay costs, inclusive of allowances, for particular grades, groups or categories of employee. Fórsa, SIPTU, INMO, AHCPS and other public service unions are consulting their members over the latest pay offer from the government which would provide for a series of pay increases over a 30-month period from 1 January 2024 to 30 June 2026. The Fórsa public services union reports that its school secretary membership has voted overwhelmingly to accept a new package of pay and working conditions negotiated by the union. The agreement places all school secretaries on public service salary rates after a decades-long campaign for pay equity. The deal significantly improves incomes and paid leave arrangements for low-paid secretaries, who the union says have been overlooked and undervalued for years. Public service trade unions have negotiated a new two-year agreement which will now be considered by each union’s national executive and put out to ballot of all individual members. The national executive of the Fórsa trade union has already decided to recommend the agreement to its members. The two-year agreement will run from 1 January 2021 to 31 December 2022 and there will be a general pay increase of 1% or EUR 500, whichever is higher, in October of both years. Following the strike action by school secretaries on 10 January and subsequent industrial action (work-to-rule), Forsa their trade union has agreed to return to talks with the government that are being held by the Workplace Relations Committee conciliation service. The strike action is over the poor pay and conditions suffered by around 2000 school secretaries employed on precarious contracts by local schools (see last issue of EPSU Collective Bargaining News). Forsa is looking for real and significant progress in the talks otherwise the industrial action will re-start.

School secretaries organised by the Fórsa trade union planned a one-day strike on 10 January and further industrial action in support of their campaign for pay justice (see EPSU CB News 17 and 18, September 2019). Nine out of 10 school secretaries are employed by their local school, are paid less than EUR 12500 a year and have precarious employment conditions. In contrast, one in 10 are directly employment by the department of education and have the appropriate pay and conditions of public servants. EPSU sent a message of solidarity.

Over 250 schools across the country saw action by school secretaries (heads of administration) with widespread support from teaching staff and parents. The action was over the fact that the vast majority of school secretaries are on precarious contracts and paid up to EUR 12500 less than school secretaries directly employed by the ministry of education. The action went ahead on 20 September after negotiations with the ministry failed to deliver a breakthrough.

Members of public services union Forsa who work as school secretaries (head of administration in schools) have voted with a nine-to-one majority to take industrial action from 20 September. The secretaries have a long-standing issue over a two-tier system that leaves most of them who are employed by schools on low pay and without other benefits such as sick pay and pensions. In contrast, a minority are directly employed public servants who benefit from much better pay and conditions. The action will mainly consist of a work-to-rule.

The SIPTU general workers' union has confirmed that thousands of health and social care workers employed by non-profit organisations (Section 39) are set to get a EUR 1000 pay increase as part of a process of pay restoration in line with what has been happening in the public sector. Around 50 organisations are covered by the initial negotiations and the situation in a further 250 organisations will be taken up in negotiations beginning in July. The union managed to negotiate a deal last December after an 18-month campaign.

Unions representing public service workers have secured important pay improvements that reverse some of the main changes introduced as austerity measures. Changes to public service pay scales meant that workers taken on from 2010 were at a disadvantage as they had to work two years longer to reach the top of the pay scale. Pay progression for these workers will now be adjusted by cutting out two points of the pay scale. The SIPTU general workers' union has welcomed new government intiatives on funding and regulation of the childcare sector which it believes will help improve children's safety and the quality of care. However, the union argues that urgent action is needed to tackle low pay and precarious employment in the sector. SIPTU says with average pay at only EUR 10.88 an hour, there are significant recruitment and retention problems as reflected in a staff turnover rate of just over 28%.The union wants to see a major overhaul of funding for the sector to provide the basis of decent pay for such

The SIPTU services union has negotiated an agreement that could provide significant improvements to the pay and conditions of around 8000 home care workers employed in the community sector. The workers will have a guarantee that travel time will be include in the calculation of their pay and working time and the new deal should see them benefit from a proper valuation of their work, with minimum qualifications to be set for new workers and an end to precarious work. This will help bring the sector more line with the pay and conditions enjoyed by workers directly employed by the Health Service

Following votes across all the public sector unions, a majority (14), accounting for 80% by membership supported the new agreement on pay and conditions with three voting against. (April 2017) All public service workers on less than €65000 a year benefit from higher pay scales as of 1 April. The €1000 increase has been brought forward and has been implemented as part of the restoration of pay cuts that were implemented from 2009. Next month a public service pay commission is due to report and then pay negotiations will begin which will include further steps to restore the pay cuts.
