Social partner conference discusses restructuring in the electricity sector

(13 November 2008) Restructuring was the theme of a major conference organised by the European electricity social partners on the occasion of the publication of their joint restructuring toolkit. The toolkit stresses the importance of social dialogue and negotiations, anticipation and timely information, an open and transparent process, monitoring and evaluation of outcomes.

Long-term workforce planning, training and retraining are part of internal changes companies should make. Restructuring itself can have a detrimental effect on workers, not just because of losing their job, but it also effects the health of those that remain. Health strategies should be part and parcel of the restructuring process.

European works councils and the European social dialogue allow companies to learn from experiences elsewhere.

A number of cases were presented at the conference by trade unionists, companies representatives and academics. The cases studies are included in the toolkit and cover most of the large companies in the electricity sector. Some cases are real innovative practice. Several speakers in the final panel urged the social partners to consider the toolkit as a good first step and develop the approaches further.

A number of EPSU colleagues took an official part in the conference as moderator or speaker: EPSU Standing Committee Utilities vice-president Jan Ruden opened the conference and moderated a session with case studies from Vattenfall, RWE and EDF on behalf of EPSU, vice-president Reszo Gal presented the Hungarian developments, president Sven Bergelin participated in the final panel debate. Colleague Gilles Pereyron of CGT FNME and Tony Allen and Paul Glover for Unison gave a trade union interpretation of the policies of their companies regarding restructuring.
