Further progress in working hours dispute

The dispute over working hours in local authorities in the Baden-Württemburg region is over with members of the ver.di services union backing an agreement to increase hours from 38.5 to 39 a week - the employers had demanded an increase to 40 hours a week. This is the third region where ver.di has secured a deal with local authority employers and resisted the introduction of a 40-hour week. However, the regional authority employers are maintaining their demand for longer working hours and as part of its campaign ver.di members in the North-Rhine Westfalia region are continuing their strike action. Action is also continuing around the country in the University hospitals which are run by the regional authorities.

Possible progress on safety but not on working hours

The Georgian Trade Union Confederation (GTUC) has welcomed positive statements from the government about setting up a labour inspectorate but warns it will pull out of talks if the proposed agency is not given any real enforcement powers. Meanwhile, the GTUC has been critical of the new labour code's provisions on working time. The labour code sets a 40-hour working week but a 48-hour week for "special regimes". The problem is that the government has listed the sectors that may be covered by this category and the GTUC argues that this opens up virtually the whole of the economy to having a 48

Progress in long-running health dispute

Members of the IMPACT union working in the health service have suspended their industrial action that began in May when they voted to refuse to cover vacant posts. The union action was prompted by the Health Services Executive (HSE) to impose a recruitment freeze. The union attacked not just the decision but the failure of the HSE to consult over the freeze. IMPACT members will now vote on a proposal to resolve the dispute negotiated by the Labour Relations Commission that includes provisions to ensure that consultation procedures will be followed in the future.
