The HWURF health workers' union has written an open letter expressing its grave concerns about the state of the health service. The letter was sent to the President, Prime Minister and the speakers of both chambers of the National Assembly. The union argues that funding for the service is critically low, threatening the quality of care. There is no provision for pay increases for 2016 and health workers across the country are seeing average pay fall as the prices of goods and services rise. With a recruitment shortage workers in the sector are having to work 50% or 100% more to try to maintain services while inspections of working conditions are failing to report fully on the deteriorating situation in many institutions.

Health union warns of government failure to fund wage increases
The LVSADA health union is extremely concerned that the state budget for 2019 will not include promised funding to cover pay increases for health workers. The union has called for rises of around 20% as an essential step to try to stem the loss of workers to other sectors or to other countries. LVSADA believes that the outgoing government made the promise as an election ploy and is now saying it has no responsibility for the budget. Following elections in October negotiations are underway to form a new government.
Over 100000 regional government workers join warning strikes
A range of different groups of workers have joined warning strikes in recent weeks in the lead up to the third round of negotiations over a new collective agreement covering 800000 employees in regional government. The ver.di services union, along with teachers (GEW) and police (GdP) are looking for a 5.5% pay increase or minimum €175 in a 12-month agreement. They also want higher pay and more paid leave for trainees. Any agreement would also apply to around 1.2 million civil servants. Local government union warns of strike action
The GDG-KMSfB local and regional government union has taken a decision to authorise strike action following the refusal of the regional government in Lower Austria to negotiate over pay. The union has criticised Erwin Pröll, the regional government head, for effectively imposing a real wage cut on workers and for ignoring the 3000 demonstrators who joined a union protest back in September. The GDG says it has run out of patience waiting for a response from Pröll and is calling for fair negotiations over a reasonable pay rise for regional government employees for 2013 and 2014.
