Union refuses to negotiate over working time

Services union ver.di's federal negotiating committee has refused to take part in national negotiations over working time with the municipal employers' association, the VKA. The current working time agreement covering local authorities runs until 31 December 2007 but there is already scope within the existing agreement for negotiations on working time to take place at regional level. The municipal employers were looking to increase working time to 40 hours and six minutes a week. Ver.di has not only refused to negotiate but is also insisting that there is no further delay in putting into effect certain elements of the public sector agreement, particularly standard-of-living increases, which have not yet been implemented.

Hospitals refuse to negotiate on reducing workloads

Health services union ver.di is considering all-out strike action following the refusal of management at the Düsseldorf and Essen university hospitals to negotiate an agreement to tackle excessive workloads (see two previous editions of epsucob@NEWS). The union had been discussing various measures to tackle staff shortages and overwork and it had welcomed an initiative by the employers to take on 100 extra staff. Unions refuses to cooperate over reorganisation

The SIPTU and IMPACT trade unions have said they will not cooperate with the transfer of staff and responsibilities from area partnership and leader companies to local authorities. This is in response to the deliberate exclusion of unions from consultation on the transfer of the 21 companies that were set up to tackle unemployment in certain areas, to ten local authorities. This is despite the fact that the minister responsible has said that the process will result in job losses. IMPACT has asked local authority workers to withdraw their cooperation too. Strike continues as justice minister refuses to negotiate

Unions representing workers in the Ministry of Justice, including FSC-CCOO and FeSP-UGT, are continuing their all-out strike action while the minister refuses to negotiate. The strike committee entered the ministry’s head office determined to demand that negotiations begin and remained there, waiting for a negotiator to arrive.
