Pay and bargaining progress for health and justice workers

Bulgaria

The CITUB trade union confederation reports that workers in regional health inspectorates and emergency medical centres have seen substantial salary increases from the beginning of December. Regional health inspection staff have seen pay rise by up to 30% while emergency medical staff are getting around 22%. Unions have been organising a series of protests over pay since the autumn. Meanwhile, the Podkrepa trade union confederation reports that workers at the Ministry of Justice are covered by a new framework agreement that strengthens social dialogue and ensures protection of workers’ social rights.

The recent campaign of protests by the HSSMS-MT and SSZSSH health unions, “We are health care”, led to a meeting with the government to discuss pay and how to ensure that nurses and other health workers do not lose out in comparison to doctors and other health professionals. The government’s promise that a new pay agreement in 2024 would resolve the issue was not enough to convince the unions who said that they cannot wait until next year to see progress. Unions achieve progress on pay restoration

Unions representing public service workers have secured important pay improvements that reverse some of the main changes introduced as austerity measures. Changes to public service pay scales meant that workers taken on from 2010 were at a disadvantage as they had to work two years longer to reach the top of the pay scale. Pay progression for these workers will now be adjusted by cutting out two points of the pay scale.
