The ZSVS health union reports that an agreement covering public sector pay and other benefits for 2022 and 2023 was signed by the majority of unions on 13 October. Pay rises range between 4.5% and 8.5% and there are increases to compensation for annual leave and food allowances. As part of the agreement, the government undertakes to adopt systemic changes to the wage system by 30 June 2023, addressing issues relating to the wage gap in the lower third of the pay scale and the minimum wage. The union is continuing to negotiate on pay for health and social care workers and to close the gap with other public sector workers. The union is disappointed that the government has proposed a separate agreement for doctors and dentists rather than maintaining a public sector wide approach.

Public sector deal delivers 3% average pay rise
The annual pay negotiations that cover the public sector have resulted in an average pay increase of 3% which will also apply to allowances and other pay additions. Lower paid workers will actually see their pay rise by 3.22% with a 2.91% applied to higher salaries. The increases come into effect on 1 January 2022. The increase is the highest for more than 10 years and ahead of the inflation rate up to September 2020 which forms one of the agreed bases for the negotiations.
Unions sign deal to restore pay and conditions
The FSC-CCOO and FeSP-UGT public sector federations have negotiated a deal with the government which will mean gradual restoration of purchasing power and other rights lost during the years of austerity. Over the next three years salaries will increase by at least 6.12% but this could rise to 8.79% if certain economic and deficit targets are met. There is also a commitment to get temporary employment down from 24% to 8% of the workfoce. Union signs deal with government while others plan action
The SINTAP public service union has signed an agreement with the government that will see pay increase by €52.11 a month in each of the years 2023 to 2026. The agreement also includes an increase in the food allowance and a range of pay improvements for selected occupations as well as commitments on career development. Meanwhile, the STAL local government union and other unions in the Frente Comum are planning a national strike on 18 November as they believe the proposed pay increases are inadequate.
