Public service federations call for pay negotiations

The public service federations within the CCOO confederation have denounced the lack of negotiation of the general state budgets for 2022. They have also criticised the 2% increase imposed on public service workers for 2022 as completely insufficient. The federations have called for negotiations to start on a new multi-year salary agreement that guarantees the maintenance of purchasing power. The last three-year agreement (2018-2020) led to some progress towards restoring pay after the cuts and freezes of the austerity years.  Along with pay the unions want to see other urgent measures addressed such as employment and the need to address the ageing workforce, improvements to careers and training, action on equality, establishing a 35-hour week and other measures relating to telework and pensions.

Federation calls for pay negotiations

The FSP-UGT public services federation has criticised the government for making media statements about a further public sector pay freeze. The union argues that the government should go through the proper democratic process and open negotiations rather than use the media to announce its pay policy. The unions oppose any further freeze on pay when public sector workers have already seen their real pay fall by 23% over the past four years, have lost their Christmas payment and seen 375000 jobs cut from the public sector. Public service federations reject pay offer and call for proper negotiations

The public service federations in the CCOO and UGT have been angered by the government’s decision to call a meeting at short notice on 5 October rather than initiate a proper process of collective bargaining. The unions argues that the government simply wanted union endorsement for next year’s budget without taking account of key trade union demands relating to the recovery of purchasing power, the 35-hour working week and elimination of the replacement rate that is hampering efforts to reduce temporary employment. Main federations call for public sector negotiations

The FeSP-UGT federation and the public service federations in the CCOO confederation have called on the government to enter negotiations on pay and conditions. The last three-year agreement covering three million public sector workers ran from 2018-2020 and for 2021 the government unilaterally implemented a 0.9% pay increase. The unions are calling for a pay rise for 2022 and beyond along with action on jobs to ensure the quality of public services and also measures to reduce precarious employment, particularly in regard to the long-running challenge to reduce temporary employment.
