State sector unions welcome improvements to main agreement

Trade unions across the three confederations – LO, YS and Unio – have negotiated changes to the main state agreement that regulates the relations between unions and the government. With many government agencies facing restructuring, the unions are pleased that the new agreement, that runs until 2025, will strengthen co-determination and ensure trade unions are involved in tackling change and the introduction of, for example, new digital tools and processes. The agreement also reinforces the commitment of both sides to address sustainability and climate change and has clearer wording around responsibilities on gender equality and diversity issues.

Union welcomes improvements in new emergency agreement

Municipal workers’ union Kommunal has welcomed new provisions in the crisis agreement negotiated with local and regional government employers. The agreement can be activated temporarily by the employers and was originally developed to deal with large forest fires but has been extended to any major crises such as floods, fires, electricity supply cuts or pandemics. The new agreement applies from 1 July and now limits how long an individual can be assigned to the agreement to ensure a proper recovery period. State sector unions set out main demands

Trade unions representing around 100,000 employees in the state sector have set out their main demands for this year’s collective bargaining round. Equal pay is a key element with a call for 0.25% of the wage bill to be set aside to deal with the 8% gender pay gap. YS Stat is arguing for workers to be put on a higher pay grade when they return from parental leave to ensure that time away from work doesn’t impact on their progression up the pay scale. Unions are also concerned to keep up with pay in the private sector, where average pay is around NOK 11200 (€1420) higher than in the public

New collective agreement in state sector

(October 2016) The ST trade union has negotiated a new collective agreement covering around 100000 workers in the state sector. It provides for pay increases of 2.2% in the year to 30 September 2017. There are other important elements regarding working conditions including action to deal with stress and violence at work and special measures to provide support for overworked managers.
