Health and public service unions take action
The RCN nursing union launched its first ever campaign of industrial action in England, Wales and Northern Ireland on 15 December and followed up with a second strike on 20 December. The union has said further action may follow in January if the government fails to commit to negotiations on pay. On 21 December, three unions representing ambulance workers – UNISON, UNITE and GMB – organised a first day of strike action in England and Wales over pay with plans for a second walkout on 28 December. ETUC highlights impact of food price inflation
An ETUC analysis reveals how families will be forced to cut back on Christmas dinner this year as a result of food prices rising up to seven times faster than wages. The ETUC found that food prices – the second highest contributor to inflation after energy – have increased by 18% across the European Union since last winter. In contract, the latest figures indicate that nominal wages are expected to have increased by 4.4% in the EU by the end of this year. The sharpest increases are happening in Slovenia, where food prices are rising 7.6 times quicker than wages, followed by Sweden (6.4), Spain
European institutions: pay and pensions rise by 4.5% net
The USF trade union reports that staff in European institutions, bodies and agencies (with the exception of the European Central Bank) will get a net 4.5% increase in salaries, pensions, and social allowances backdated to 1 July 2022. This is on top of the 2.4% increase applied earlier this year, giving a total net increase of 7%. This is the result of a formula that has been applied since the early 1980s, following industrial action by USF both then and later to defend the formula. Negotiating for better pay and conditions in health
Services union ver.di is in negotiations with the VKA municipal employers’ association to improve working conditions in municipal emergency services. The union is calling for a maximum working week of 44 hours (down from 48) as a first step and other measures to protect the health of employees. Ver.di warns that more workers will leave the sector if this issue is not addressed and cites the Red Cross as an example where hours reductions are being achieved. Important initiative in local government social dialogue
The FSC-CCOO and FeSP-UGT public service federations met with the FEMP local government employers’ organisation on 12 December to agree a framework for negotiations and on setting up an observatory of the public service in local administrations. The trade unions are keen to address a range of issues including training, equality plans, occupational reclassification, digitalisation, job creation, the ageing of the workforce, the improvement and the expansion of services. Progress on pay transparency
The ETUC has welcomed the compromise between the European Commission, Council and Parliament on the pay transparency directive that should help to deliver equal pay. The ETUC highlights the key elements include a ban on pay secrecy clauses and the right for women workers and their unions to request transparent information on pay; gender-neutral job evaluation schemes, designed with the involvement of trade unions; and trade unions’ rights to collectively bargain to tackle pay discrimination and the undervaluation of work done by women. Union set to send ultimatum to municipal employers
Negotiations on a new collective labour agreement to cover the 187,000 employees in municipalities sector have been suspended with the FNV trade union planning to send the VNG employers’ organisation an ultimatum over the holiday period to put pressure on them to negotiate. The union has been pushing for a 11.25% pay increase with a minimum increase of €300 a month, a one-off payment of €1,200 euros and the inclusion of the automatic price compensation in the collective agreement in 2024. The employers’ last pay offer was for only 5% as of 1 February 2023 and 3% as of 1 April 2024. The FNV is
State sector unions welcome improvements to main agreement
Trade unions across the three confederations – LO, YS and Unio – have negotiated changes to the main state agreement that regulates the relations between unions and the government. With many government agencies facing restructuring, the unions are pleased that the new agreement, that runs until 2025, will strengthen co-determination and ensure trade unions are involved in tackling change and the introduction of, for example, new digital tools and processes. The agreement also reinforces the commitment of both sides to address sustainability and climate change and has clearer wording around
ETUC calls for action to defend the right to strike
The ETUC is calling on its member organisations to press their national governments to provide feedback to the Swedish Presidency on the proposed Single Market Emergency Instrument (SMEI) by 20 January. The ETUC argues that the SMEI must respect fundamental trade union rights and the autonomy of the social partners and that strike action must never be considered as a crisis or be restricted by emergency measures whether under the SMEI or otherwise. Training on digitalisation and collective bargaining
EPSU is part of a project – Our digital future – run by PSI which is offering training on digitalisation and collective bargaining in three afternoon sessions on 26 January and 2 and 9 February. The sessions will cover new tools developed as part of the project including a digital bargaining hub with information from collective agreements, a guide to negotiating data rights and an online tool on co-governing algorithmic systems. Unions reports high turnout in water and waste strikes
The STAL trade union is pleased at the high turnout of workers for the strike action on 13 December in the AdP water company and the two-day action on 9-10 December in the Tratolixo company that provides services to the municipalities of Cascais, Mafra, Oeiras and Sintra. At AdP the union is calling for a €120-a-month increase for all workers and a minimum wage of €900 a month in the face of the employer’s offer of an increase of only 1.2%. Strike delivers better pay deal for gas workers
After six weeks of strike action the CGT trade union has secured a monthly increase of €200 for workers in the GRDF gas distribution company. The first increases will be implemented in January with increases ranging from a minimum of €50 up to and €87. The CGT is concerned about any attempt to intimidate strikers and has warned GRDF's management against any action that could be taken against striking employees, whether in terms of disciplinary
