The JHL public services union has made clear that in the upcoming pay round it will be seeking pay increases for all the workers it represents across public and private sectors. It argues that moderate pay rises in the public services in the past have been part of a strategy to boost economic growth but now these workers need to benefit from that growth. JHL is also concerned to take further steps to close the gender pay gap and argues strongly that decent wage rises are needed to address staffing shortages.

The ETUC used an event in Brussels on 25 February to underline the need for legislation to end pay secrecy clauses, deliver compulsory annual pay audits and the right for workers to request gender pay information from their employers. While information helps, the ETUC also stresses that it is not enough to end inequality in pay and that a directive is needed to empower women workers and their unions to negotiate the changes needed to ensure equal pay in the workplace. Representatives of EPSU joined the action.
At the end of June, the health union Sanitas organised protest action in support of a pay claim. In response the government offered pay increases to specialist health employees and social service workers on less than 1500 lei (€340). Sanitas has, however, not agreed to the proposal as it is aiming to achieve a pay increase for all health workers.
