EPSU is supporting the call by the international and European trade union confederations – ITUC and ETUC – for parliament to suspend the current discussion on labour law reform. The international trade union movement is backing the Ukrainian unions in their long-running campaign to block the reforms and to start a proper process of consultation with trade unions. Analysis of a number of draft laws shows that they are incompatible with International Labour Organisation conventions and EU social legislation, undermining workers’ basic employment rights as well as working time and health and safety protection.

Despite trade unions offering to negotiate far-reaching reforms to the collective agreement in order to underpin job security, negotiations have stalled as local government employers are taking a hard line on both pay increases and changes to employment conditions. The unions say that pay rises of only 1% in 2011 and 2012 are inadequate with inflation expected to reach 2.5% in 2012. They also say that while they are willing to see changes to the collective agreement to allow more flexibility and mobility in the sector, they cannot agree to the employers’ plans to repeal all local employment
The three trade union confederations organised a strongly supported general strike on 15 December. The action came following the massive national demonstration in November and regional strikes on 1 and 8 December. The unions are protesting at the austerity measures proposed by the government including an increase in the retirement age, cuts to social benefits and freezes of public sector pay.
