Confederation sets out main bargaining demands
The KESK public sector confederation has set out its main demands for the public sector negotiations that started at the beginning of August. The priority will be restoring the 8.5% loss in purchasing power for public sector workers over the last two years and along with a further increase to cover inflation that the confederation estimates to be higher than 50% in contrast to the official figure of just over 30%. The other key demands include ending privatisation, increasing public investment and public employment, reducing working time and strengthening job security. KESK also wants action
Union anger over inadequate pay offers
Public service trade unions have reacted angrily to a series of pay offers that they argue fail to compensate workers for inflation or for the massive efforts made to maintain services during the pandemic. The 3% pay offer for health workers has been widely condemned and unions are consulting with members about what action to take. The unions point out that the pay rise is too low to have any impact on the serious staff shortages that persist across the health sector. Meanwhile local government employers have made a small increase to their pay offer, but this still means only a 1.75% increase
Millions of low paid workers miss out on holidays
An analysis by the European Trade Union Confederation (ETUC) reveals that workers receiving poverty-level pay are among the 35 million of the poorest Europeans who can’t afford a summer holiday. Overall, 28% of EU citizens can’t afford a one-week holiday away from home – but that rises to 59.5% for people whose income is below the at-risk-of-poverty threshold (60% of the median). The worst situation is in Greece where 88.9% of people living at risk of poverty couldn’t afford a break, followed by Romania (86.8%), Croatia (84.7%), Cyprus (79.2%) and Slovakia (76.1%). Health workers’ protest while utility workers get 15% pay rise
The five national trade union confederations sent a solidarity message to the MESZK chamber of healthcare professionals in support of its protest march in Budapest on 31 July. The demonstrators called for pay increases for nurses in line with those already awarded to doctors and argued this was crucial to help stem the migration of nurses to western Europe. Earlier this year the five confederations also came together to file a complaint with the International Labour Organisation over the government’s imposition of new legislation which removes the rights to negotiate and take strike action
Right to strike – new country factsheets published
Forty-eight countries are now covered in EPSU’s library of factsheets on the right to strike. Information on Kazakhstan, Kyrgyzstan, Switzerland, Tajikistan and Uzbekistan was recently added to the EPSU website. Each factsheet sets out the main legal provisions covering strike action, including who can call a strike, procedural requirements and any limitations on the right to take action. There is also a section on international case law. Industrial action possible in education and social care
The Fórsa public services trade union has rejected what it described as a ‘derisory’ offer from the Department of Education in a long-running dispute over the pay and conditions of school secretaries. The union has been campaigning for years to end the unequal treatment of school secretaries employed by the Department of Education and those employed by schools. The latter are on much lower pay rates and have inferior rights to sickness and annual leave. Fórsa has not ruled out the possibility of industrial action. Union prepares for negotiations in private ambulance service
The ver.di services union has set out a range of demands to improve pay and working conditions in the promedica/Falck private ambulance service. Following a consultation with members and comparison with provisions in the public sector the union will be looking for improvements in basic (cut to 39 hours a week) and average (cut 44 hours a week) working time as well as higher overtime, night and shift allowances. The claim will also include a demand for 30 days’ annual leave from the first year of employment and up to six days’ additional leave for unsocial hours work. Ver.di had wanted to start
Municipal service companies pose different challenges for unions
The SINTAP public service trade union has negotiated a new collective agreement with the Inova company that provides waste, water and other municipal services in Cantanhede in the Coimbra district. The union highlights in particular the progressive reduction of working hours in 2022 and 2023 to 35 a week; changes to the timing of night work; additional holiday entitlement – an extra day for each 10 years of service and general increase in annual leave to 25 by 2023. Union calls for more firefighters and better conditions
With forest fires and flooding posing increasing demands on the fire service, the Fp Cgil public service union has called for employee numbers to be increased to 40000. The union argues that the current complement of 35000 is inadequate with many firefighters working double shifts, longer hours and more overtime. Fp Cgil says that excessive workloads leave workers no time for training and is worried that in the next negotiations the fire service will actually push for longer hours rather than address the staffing shortage. Commission study reveals impact of pandemic
The European Commission’s annual review of Employment and Social Developments in Europe outlines some of the key effects of the pandemic on jobs, employment conditions and social dialogue. It identified uneven regional impacts with the more resilient regions sharing characteristics such as high regional productivity, high level of skilled population levels, big investment in research and development, quality local public institutions and solid digital infrastructure. Health and social care feature in report on labour shortages
A new report from the Eurofound research agency analyses the extent of labour shortages across Europe and some of the measures being taken to address them. One of the main sectors of interest is health and social care and the report highlights the risks posed by such shortages to the viability of high-quality care provision. These were seen as particularly acute in Germany and in the Nordic countries, where shortages of skilled staff have led to long waiting times for patients. Union puts four-day week on collective bargaining agenda
The GPA private services union is calling for the adoption of a four-day week across its sectors and will raise this in the upcoming autumn bargaining round. Noting the success of the four-day week in Iceland and the establishment of the right to a four-day week in the retail sector in Austria, the GPA argues that the employers need to see the positive impact on productivity, while workers will get the benefit of better work-life balance. The union also underlines the potential for the four-day week to impact on climate change through its effect on commuting patterns.
