Public services union Fagforbundet has warned that a dispute over pensions could end in strike action unless the Spekter employer organisation delivers a solution in upcoming mediation. The dispute covers workers in the culture sector, including orchestras, theatres and opera. A temporary pension arrangement involving defined contributions was agreed in 2016 in response to the final challenges facing the sector. The union now wants to negotiate a long-term solution that delivers a hybrid and gender-neutral pension scheme but Spekter has not come up with a proposal and has effectively abandoned the negotiations.

Still some way to go to establish pension scheme for culture workers
Trade unions Fagforbundet, NTL and Creo working with the LO confederation are in negotiations over a pension scheme for the culture sector. This follows last year’s strike where the unions achieved a commitment from the employers for a hybrid scheme that ensured payments for life and equal treatment of men and women. The main sticking point is that the Spekter employers’ organisation is talking about a defined contribution scheme but the unions argue that this will make it impossible to determine what individuals will actually get at retirement. Culture workers’ strike secures pension improvements
On 3 September, employees in the opera, theatre and orchestras sector went on strike to demand a pension scheme that works equally for women and men and lasts a lifetime. On September 8, the strike escalated further and then more workers joined the strike after an unsuccessful mediation on 30 September. Another escalation occurred on 18 October before the dispute was finally resolved on 25 October. A new hybrid pension scheme will now be introduced ensuring equal treatment of men and women. Unions protest over pension changes
Unions from all sectors joined a national demonstration in Zagreb on 20 October in protest against changes to the pensions system, including an increase in pension age to 67. Unions are calling for a pension age of 65 and to retain rules on early retirement including the possibility of retiring at 60 with 41 years of contributions. EPSU sent a message of solidarity.
