A new report by the Eurofound research organisation examines the long-term care sector and the challenges of low pay and difficult working conditions faced by workers, 80% of whom are women. The report indicates that there is good collective bargaining coverage in some countries, but this is often mainly in the public sector with low coverage in the private, for-profit sector and particularly low coverage of home care staff. Low pay, relative to other sectors, even impacts on the more skilled and senior staff and the widespread use of part-time work – double that of other sectors – also means that many workers are on low incomes. The report highlights the importance of extending collective bargaining coverage and the use of public procurement to ensure better employment conditions in contracted-out services.

ETUC highlights soaring dividend payouts as workers face higher school costs
Research by the European Trade Union Confederation has found that payouts to shareholders are rising up to 13 times faster than pay for working people. Taking two examples, dividend payments increased by 75% in Portugal and 66% in Denmark between April and June this year, while nominal compensation in those countries rose by only 6% and 5%. Civil servants hit by long-term pay freeze
An analysis of pay in the public sector reveals that the average civil servant has seen a cumulative loss of purchasing power of EUR 6000 since 2010 as public sector pay has failed to increase in line with prices. In the last nine years there have been just two increases in the index that sets civil servants' pay - only 0.6% in July 2016 and the same amount in February 2017. Taking a longer perspective, 20 years ago around 10% of civil servants were paid in a range between the minimum wage and 10% above the minimum wage. ETUC highlights impact of food price inflation
An ETUC analysis reveals how families will be forced to cut back on Christmas dinner this year as a result of food prices rising up to seven times faster than wages. The ETUC found that food prices – the second highest contributor to inflation after energy – have increased by 18% across the European Union since last winter. In contract, the latest figures indicate that nominal wages are expected to have increased by 4.4% in the EU by the end of this year.
