Pay boost for school secretaries and caretakers

Following a sustained campaign by public service union IMPACT, an arbitration ruling has recommended four separate pay rises of 2.5% for school secretaries and caretakers between 2016 and 2019. This means these workers who are employed directly by boards of management in State-funded schools, would see their minimum hourly rates increase from €10.25 to €13 an hour over the period. Caretakers and secretaries pay rates vary, as they are determined by the individual board of management of each school, and almost all are paid below the scale paid to equivalent public service workers. The union sees this as a first step in ensuring pay parity for these workers.

Unions suspends school secretaries' strike

Public services union Fórsa has suspended industrial action by school secretaries planned to begin on 23 October. This was to be part of a long-running campaign to end a two-tier pay system that leaves most school secretaries earning just €12,500 a year, with irregular, short-term contracts that force them to sign on to receive benefits during the summer holidays and other school breaks. Following a commitment from the government the union has agreed to talks at the Workplace Relations Commission which will begin on 27 October.

Union makes progress for school secretaries

After a campaign of lobbying and industrial action lasting for over three years, the Fórsa public services trade union is to ballot its school secretary members on proposals to standardise their employment terms and conditions as drafted in negotiations at the Workplace Relations Commission. The union will recommend its members vote to support the new arrangements which will contribute to reducing different pay arrangements for school secretaries depending on whether they are directly employed by schools or by central government. School secretaries strike over two-tier pay system

Over 250 schools across the country saw action by school secretaries (heads of administration) with widespread support from teaching staff and parents. The action was over the fact that the vast majority of school secretaries are on precarious contracts and paid up to EUR 12500 less than school secretaries directly employed by the ministry of education. The action went ahead on 20 September after negotiations with the ministry failed to deliver a breakthrough.
