The JHL public services union reports on consultations over job cuts and lay-offs during 2013. The union was consulted by 60 organisations in the sector who were looking for savings and in most cases permanent job cuts were avoided. Temporary lay-offs, work reorganisation and retirement were some of the alternatives use although there were also voluntary redundancies. The number of fixed-term contracts was reduced and overall the union reports actual dismissals in six municipalities and three municipal corporations. A survey by the local government employers' organisations indicates that municipalities will be looking for more cuts in 2014.

The main public sector union, JHL, reports that unions in the municipal sector are willing to get involved in negotiations on a new framework agreement. Although the national agreement doesn't expire until October or even early 2014 in some parts of the public sector, JHL says that early negotiations may be important in order to facilitate local government reform with the government aiming to merge some municipalities. The public sector federations FSC-CCOO and FSP-UGT along with the CSI-F federation have called on the government to open negotiations with the unions. The immediate issue to be resolved in repayment of the Christmas bonus. The unions say that the courts have supported the unions' claim that cutting the payment was unconstitutional and they want to ensure the government deal with the question. Municipal negotiations stalled
After the sixth round of bargaining the negotiations over a new collective agreement for 160000 municipal workers have stalled. The FNV public service union is now reflecting on what steps to take and whether to organise any protest action. The union is bitterly disappointed by the VNG employer organisation's refusal to consider a health and wellbeing policy for the sector and its wholly inadequate pay offer.
