The main civil service union, PCS, has called for the abolition of performance-related pay in the civil service. In reaction to news that £40 million (€47.2m) was distributed as performance-related bonuses in the Ministry of Defence alone, the union argues that this should be distributed more fairly among all workers.

The French government has announced plans for a significant extension of performance-related pay (PRP) across the civil service. At the moment only a small group of senior civil service has a PRP element in their salary. New arrangements will cover around 21,600 civil servants next year and by 2012 nearly 200,000 will have a PRP as part of their pay. The additional payment will be made up by a job-related premium (60%) set by each ministry while the remaining 40% will be entirely related to the individual’s performance. The state sector union ROTAL and the EAKL union federation are continuing their efforts to achieve a reform of the pay system in the civil service. They highlight the fact that the government has not kept to previous agreements, that it unilaterally increases salaries of different categories of civil servants at different times and that there is a growing gap between the highest and lowest paid civil servants. (December 2016) The FOA public services union has launched a campaign to highlight a 100 years of unfair pay, focusing on undervalued jobs which are dominated by women. The union cites a new report, 'Gender segregation and wage differentials between women and men in the private and public sectors', which shows the extent of the pay gap between traditionally "male" jobs and traditionally "female" jobs. The union wants to see radical change and appreciation of the skills, commitment and effort required to do many jobs in the care sector.
